National Assembly Approves Five Loan Ratification Bills During Session of the Laws

The proceedings of the plenary session of the 1time ordinary session for the year 2023, called session of the laws of the National Assembly, are actively continuing in the hemicycle, Place de la Concertation. Yesterday, the national deputies examined and adopted five bills ratifying loan agreements. The plenary session was chaired by the 3rd Vice-President of the National Assembly, Mr. Zakara Karidio in the presence of the Government Commissioner, the Minister Delegate to the Minister of State, Minister in charge of Foreign Affairs and Cooperation, Mr. Youssouf Mohamed Elmoctar. The committee responsible is that of Foreign Affairs and Cooperation, chaired by MP Mahamadou Karidio.

The first bill ratifying Ordinance No. 2023 009 of March 23, 2023, authorizing the ratification of Loan Agreement No. 2100150043398, for a maximum amount equivalent to eight million one hundred and ninety thousand Units of Account (UA 8,190,000) and Grant No. 2100155042171, for an amount not exceeding the equivalent of four million two hundred and ten thousand Units of Account (UA 4,210,000), signed on December 13, 2022 in Niamey, between the Republic of Niger and the African Development Fund (ADF), for the financing of the Financial Sector Deepening and Financial Inclusion Project (PASFIF) is adopted by 102 votes for, zero (0) against and zero (0) abstention. Its overall objective is to ensure better mobilization of sustainable resources for Financial Service Providers (FSPs) in Niger and to improve the financial inclusion of vulnerable populations.

For the second bill ratifying Ordinance No. 2023-010 of March 23, 2023, authorizing the ratification of Loan Agreement No. 2022092/PR NG 2023 03 00, for an amount of twenty-five billion ( 25,000,000,000) CFA francs, signed on January 31, 2023 in Niamey, between the Republic of Niger and the West African Development Bank (BOAD), for the partial financing of the Urban Roads Development Project in the city of Niamey : Development of the urban section of national road No. 25 and rehabilitation of the Niamey-Nyala section. It is voted by the parliamentarians with 105 votes for, zero (0) against and zero (0) abstentions. This loan agreement has the overall objective of contributing to the improvement of traffic conditions for users: fluidity, comfort and safety in the city of Niamey and particularly in Communes III and IV where the sections of the Project are located.

It is with 96 votes for, zero (0) against and zero (0) abstentions that the parliamentarians approved the bill ratifying Ordinance No. 2023 011 of March 23, 2023, authorizing the ratification of the Agreement loan No. 2022065/PR NG 2023 04 00, for an amount of eleven billion (11,000,000,000) CFA Francs, signed on January 31, 2023 in Niamey, between the Republic of Niger and the West African Development Bank (BOAD ), for the partial financing of the Rural Drinking Water Supply Project in the regions of Dosso, Maradi, Tahoua and Tillabéri. Its overall objective is to help ensure a sustainable supply of drinking water in sufficient quantity to populations in rural areas in the regions of Dosso, Maradi, Tahoua and Tillabéri.

The fourth bill ratifying Ordinance No. 2023-12 of March 31, 2023, authorizing the ratification of Loan Agreement No. 2100150043444, for a maximum amount equivalent to twenty-five million units of account (UA 25,000,000), i.e. approximately twenty billion five hundred and twenty million four hundred and seventy-five thousand (20,520,475,000) CFA francs, signed on February 6, 2023 in Niamey, between the Republic of Niger and the African Development Fund (FAD), for the partial financing of Project 2 of the Program for Strengthening Resilience to Food and Nutritional Insecurity in the Sahel (P2-P2RS) is voted with 93 votes in favour, zero (0) against and zero (0) abstentions by national deputies. The overall objective of the project is to contribute to the improvement of food and nutritional security and the living conditions of the populations of the Sahel. The regions concerned by this project are; Dosso, Tillaberi, Tahoua, Maradi and Zinder.

The fifth bill ratifying Ordinance No. 2023-13 of March 31, 2023, authorizing the ratification of Loan Agreement No. 2022012/PR NG 2023 05 00, for an amount of twenty-one billion seven hundred and thirty-five million (21,735,000,000) CFA francs, signed on January 31, 2023 in Niamey, between the Republic of Niger and the West African Development Bank (BOAD), for the partial financing of the Development and The Hamdara-Wacha-Dungass-Nigeria Border road paving plan was approved by parliamentarians with 97 votes in favour, zero (0) against and zero (0) abstentions. The overall objective of the project is to ensure the opening up of the area in order to facilitate economic, social and cultural exchanges at the national and sub-regional levels. This involves the development and asphalting of the Hamdara-Wacha-Dungass-Nigeria border road, over a length of 110 km with a platform of 10.20 m including 2 shoulders of 1.5 m each.

During the plenary, the new MP, Mr. Kassoum Hima was presented to the hemicycle to replace the Honorable Alhader Samro, elected chief of canton of Tarka (Belbeji).
