The Offenbach women’s refuge has been warning of the critical occupancy rate for years. Twelve rooms with 32 beds are available to the “Women helping women” association, which runs the facility. Most of the time, all places are occupied or even overcrowded.

On Thursday, the city council approved an amendment with the majority of the governing coalition, according to which a status and needs analysis for the implementation of the Istanbul Convention is to be carried out. In 2011, the Istanbul Conventions were interpreted by the Council of Europe as an international treaty with the aim of “protecting women from all forms of violence and preventing, prosecuting and eliminating violence against women and domestic violence.”

The convention entered into force in Germany on February 1, 2018. It states, among other things, that one family room is available as protective accommodation for every 10,000 inhabitants. “Since the women’s refuge in Offenbach only has twelve rooms and the population exceeded the 140,000 mark on March 31, this level is unfortunately already undercut,” said Gertrud Marx from the SPD.

The original request of the SPD parliamentary group, which demanded an immediate improvement of the Offenbach women’s shelter, was rejected. “The women’s and children’s home now needs more rooms,” said Marx, disappointed by the coalition’s decision.
