Nanterre: on strike, city officials refuse to lose their days off


From the memory of a trade unionist, Nanterre had not known such a social protest for more than 25 years. Since Monday, between 250 and 400 agents of the city-prefecture have observed a strike movement, responding to the call of the inter-union made up of the CGT, CFDT, Unsa and FO. With the consequence, the closure of several schools and leisure centers.

At issue: the implementation of the controversial law of transformation of the territorial civil service and of the Rifseep, the new benchmark compensation system supposed to replace most of the bonuses and allowances existing in the public service. Implementations which, according to the unions, are accompanied by the loss of income and days off – 11 for men and 12 for women – for some of the 2,400 agents in the city. Among these days: the mayor’s day, seniority days or even women’s day.

Unions ask for more time

“It’s a real blow. We are going back on social gains to save money, chokes a CFDT union representative. Implement the reforms, no problem, it’s the law. But instead of putting it all together in a leisurely fashion, the city is carrying out this urgently and brutally. As a result, today, no one, from Atsem to executives, agrees to be sweetened on days off. “

The unions are particularly surprised that a left-wing city like Nanterre calls on the private firm KPMG to conduct the financial audit prior to the application of the reform. “This is proof that the objective is to earn money on the backs of the agents” annoys the same union representative.

Gathered in a general assembly three days in a row, the protest agents demand both the postponement of the implementation of the transformation law and that of the Rifseep. “We were presented with the project in April to pass the deliberation [NDLR : au conseil municipal], next June 28. The deadline is a bit short, regrets Richard Decreton, deputy secretary general of Unsa. We are just asking for a reasonable consultation period, in order to make room for real negotiations. “

This deadline, the trade unions consider it essential to detail to the agents the modalities of implementation of the new compensation scheme. “Between the service allowance, hardship and expertise (IFSE), the annual compensation supplement (CIA) and the safeguard clauses, most agents are unaware of the very content of the Rifseep, deplores Rachid, CFDT delegate. However, on such an important subject, we must take the time to explain to everyone. “

The mayor was opposed to the reform

On the city side, the mayor (DVG) Patrick Jarry and his entourage expected the implementation of this transformation law to arouse the anger and disapproval of local officials. “It is a law unfavorable to some and it places the elected officials, and in particular of the cities of the left, in an uncomfortable position, blows a relative of the mayor of Nanterre. But this law was passed and communities must now apply it. “

As soon as this law was passed, on August 6, 2019, Patrick Jarry had also signed a petition alongside the mayors of Bagneux, Gennevilliers, to recall his frank hostility to this reform. “This is not enough,” says one among the strikers. If really, he is against this law, nothing prevents him from resisting and going to pound the pavement with the other elected officials who share his line. “

A new general assembly is scheduled for Thursday at 10 a.m. The strike movement could have consequences, in the days to come, on the functioning of the central kitchen.
