Nanjing: Strongly Attack Manufacturing Industry and Cultivate New Productive Forces – Latest Updates and Initiatives

Firm confidence, muster energy and bravely take up leading roles | Nanjing: Strongly attack the manufacturing industry and cultivate new productive forces

Editor’s note When General Secretary Xi Jinping participated in the deliberations of the Jiangsu delegation at the Second Session of the 14th National People’s Congress, he requested Jiangsu to “firmly grasp the primary task of high-quality development and develop new productive forces in accordance with local conditions, so that Jiangsu becomes an important position for the development of new productive forces.” He sincerely hopes that Jiangsu will “strengthen confidence, muster energy, and be brave enough to take the lead.” At present, the primary task facing the whole province is to fully understand and implement the spirit of the General Secretary’s important speech, understand the responsibilities, work hard, and strive to make greater contributions to the overall situation of the country with practical actions and tangible results.

Starting today, Xinhua Daily will launch the column “Strong Confidence, Energetic Energy and Bravely Take the Lead” in all media outlets, reporting on the in-depth thinking, scientific planning, pragmatic measures and positive progress of various local departments in studying and implementing the General Secretary’s important speech and the spirit of the National Two Sessions, and promote the The province’s study, publicity and implementation of the spirit of the General Secretary’s important speech have continued to be in-depth, practical and effective.

We must be down-to-earth, thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speech when participating in the deliberations of the Jiangsu delegation at the Second Session of the 14th National People’s Congress, and seize the day in Nanjing.

On March 11, a list of 450 major projects was released, and implementation was intensively supervised.

On March 7, a major project promotion meeting was held to focus on three newly launched tens of billions of manufacturing projects to make breakthroughs and accelerate the advancement of major and major industrial projects.

On March 6, a meeting of the Standing Committee of the Municipal Party Committee was held to convey and study the spirit of General Secretary Xi Jinping’s important speech. Nanjing has a mission to build a globally influential industrial science and technology innovation center and a strong industrial city to help Jiangsu become an important position in developing new productive forces.

The permanent population is over 9.5 million, the actual service population exceeds 12 million, and the economic scale is heading towards 2 trillion yuan. For Nanjing, a megacity, where is the best solution to focus its efforts?

Han Liming, member of the Standing Committee of the Provincial Party Committee and Secretary of the Nanjing Municipal Party Committee, said that to develop new productive forces and build a modern industrial system, Nanjing regards manufacturing as a top priority and coordinates the upgrading of traditional industries, the growth of emerging industries, and the cultivation of future industries to forge a solid foundation for urban development. .

Hold high the banner of manufacturing

“We must firmly grasp the primary task of high-quality development and develop new productive forces according to local conditions.”

“Developing new productive forces does not mean neglecting or abandoning traditional industries. We must prevent rush and bubble formation, and we must not create a model.”

General Secretary Xi Jinping’s important speech when attending the deliberations of the Jiangsu delegation at the Second Session of the 14th National People’s Congress further strengthened Nanjing’s strategic choice.

The tertiary industry in Nanjing accounts for 62%. The urbanization process has brought huge dividends to the city. At this time, traditional industries are emphasized. From concepts and actions to promotion models and mechanism guarantees, the challenges faced by the city are self-evident.

This year’s government work report mentioned “accelerating the transformation and upgrading of traditional industries.” Compared with the statement of “promoting the transformation and upgrading of traditional industries” in the 2023 government work report, the country has put forward higher requirements for the upgrading of traditional industries.

The upgrading of traditional industries specifically implements the important requirement of “adapting measures to local conditions”, which means seeking truth from facts and fully considering existing resource endowments, industrial base and other development conditions, which means that the construction of a modern industrial system cannot be “one size fits all”.

Nanjing is well-known to the outside world as a famous historical and cultural city and a famous scientific and educational city, but Nanjing is also the cradle of China’s modern industry. Nanjing Yongli Fertilizer Factory was the first fertilizer factory in China and the largest chemical factory in Asia at that time. Nanjing has given birth to many “firsts” in China’s industrial history: the first domestically produced light truck, the first domestically produced electronic tube in New China, the first automatic lathe… Nanjing was once the center of my country’s chemical, steel, electronics, and automobile industries. The four major industries are still the fundamentals of Nanjing’s economy, accounting for 60% of the city’s total industrial output value. Judging from the data of the past five years, Nanjing’s tax revenue from these four traditional industries is still higher than that of the service industry. In the “2023 Top 100 Advanced Manufacturing Cities Research Report” released by CCID Consulting, Nanjing ranked eighth on the list of the top 100 advanced manufacturing cities.

“Adapting measures to local conditions” means fully understanding one’s own shortcomings and seeing clearly the shortcomings. In terms of proportion, Nanjing’s manufacturing industry accounted for 27.8% of GDP last year, showing a downward trend. From the perspective of investment, manufacturing investment has stayed at single-digit growth in the past two years, while manufacturing investment in Guangzhou, Hangzhou and other places has increased by more than 20%. The total manufacturing volume is small, its role in economic support is insufficient, and its transformation is not rapid, which has become a prominent shortcoming in Nanjing’s construction of a modern industrial system.

“Adapting measures to local conditions” means paying attention to traditional advantages and existing trends, and paying more attention to large-scale manufacturing, large-scale projects, and large-scale clusters that have already formed advantages. Starting from shortcomings, Nanjing regards strengthening the manufacturing industry as its core task.

Chen Zhichang, mayor of Nanjing, said that Nanjing has fully implemented the action plan to strengthen the city through industry. By the end of the “14th Five-Year Plan”, Nanjing’s regional GDP will exceed 2 trillion yuan, and the manufacturing added value ratio will be stable at more than 30%.

Recently, the Ministry of Industry and Information Technology released the list of the eighth batch of manufacturing individual champion companies. A total of 13 companies in Nanjing were shortlisted, ranking first in the province in terms of new additions. Nanjing has cultivated a total of 34 national-level manufacturing champion companies, ranking among the top cities in the industry. Nanjing’s manufacturing potential is encouraging.

Writing new legends of traditional industries

Focusing on the manufacturing industry, Nanjing has fully laid out the “big chessboard” of modern industries.

Since last autumn, corporate giants have frequently appeared in Nanjing. Zhao Dong, General Manager of Sinopec, Hu Wangming, Chairman of China Baowu Steel Group Co., Ltd., Xi Guohua, Secretary of the Party Committee of CITIC Group Co., Ltd., Li Shufu, Chairman of Zhejiang Geely Holding Group, etc. have successively “finalized” major projects in Nanjing. These “hard-core” projects include the inauguration of Sinopec Chemical Logistics Co., Ltd., Nanjing’s contract with China Baowu to build the Meishan Industrial Science and Technology Innovation Demonstration Zone and advanced manufacturing base, and the new “Nanjing Iron and Steel Group Co., Ltd.” (hereinafter referred to as “Nanjing Iron and Steel Group Co., Ltd.” “) was unveiled and the Polestar Technology China Headquarters project was signed.

These projects will help Nanjing strengthen its “voice” in the industrial landscape and enhance Nanjing’s urban energy level. Taking Sinopec Chemical Logistics Co., Ltd. as an example, this project will be based in Nanjing and radiate across the country to build a new pattern of the chemical logistics industry.

Nanjing people who once avoided talking about chemical industry began to re-evaluate the significance of chemical industry to the city.

Nanjing Jiangbei New Area New Materials Technology Park is the world’s largest acetic acid and derivatives production base, the world’s largest liquid methionine production base, and the country’s main epoxy and derivatives production base. It has been ranked among the top three in the national high-quality chemical park competition for many years. .

The chemical industry can be called the city’s “cash cow”. Nanjing’s chemical industry output value ranks among the top five in the country, while the regional GDP rankings of Tianjin and Ningbo are both ahead of Nanjing. This means that if Nanjing develops chemical industry faster, the gap between Nanjing and its pursuers in GDP will widen, and vice versa.

Nanjing, a major chemical industry town, has three “new trump cards.” Focusing on three tens of billions of chemical projects, Nanjing has set up corresponding special teams to carry out wall chart operations. The Yangtze-Yangba Light Hydrocarbon Comprehensive Utilization and New Materials Project with a total investment of 10.3 billion yuan adopts the world’s latest technology. The project is put into operation and will drive an output value of more than 50 billion yuan. There are also Yangzi Petrochemical’s ethylene technology upgrade and reconstruction and downstream new material integration, Jinling Petrochemical High-end daily chemicals and supporting projects. These tens of billions of projects will be completed within three years. After being put into operation, they will greatly optimize the structure of Nanjing’s chemical industry. While increasing production capacity, they will reduce the total amount of pollution and reduce unit energy consumption.

Tradition does not mean backwardness. Nanjing Chemical, which is moving towards high-end, smart and green industries, is writing a new legend. Using actions to consolidate the traditional advantages of the four pillar industries, Nanjing must make its economic “ballast stone” more stable.

Open up unlimited space for manufacturing industry

Jump out of the industry itself and seize the industry. Nanjing has profound meaning in grasping the manufacturing industry.

Baowu Magnesium, which looks like a traditional metallurgical industry, is a major supplier of the most popular new energy vehicles. We provide rear seat support beams for Wenjie M7 and M9, and supply magnesium alloy steering wheels and rear seat armrest frames for Tesla Cybertruck pickup truck. The magnesium alloy seat bracket beams produced by Baowu Magnesium Industry can not only significantly reduce the weight of the car body, but also have sound insulation, noise reduction and shock absorption effects.

The special steel produced by Nangang is used in cutting-edge industries such as aerospace and aerospace. Chemical industry is closely related to new materials, biomedicine, and gene and cell technology. The automobile industry affects many fields such as energy storage, software information, and intelligent manufacturing. If the base is deeply rooted and spread widely, the branches and vines of the industry will be luxuriant.

Nanjing has unique advantages in releasing greater momentum in the manufacturing industry. More than 800,000 software engineers and more than 430 digital transformation system solution service providers (accounting for 20% of the province) make Nanjing’s new industrialization “like a fish in water”. This year’s “First Meeting of the New Year”, Nanjing released the “Intelligent Transformation, Digital Transformation and Networked Connection Action Plan for the Manufacturing Industry” to comprehensively create an “intelligent transformation, digital transformation and network connection” ecosystem, and achieve the integrated development of informatization and industrialization at a higher level.

All 26 production lines and 16 management modules of Nanjing Iron & Steel Co., Ltd. have undergone intelligent transformation. Steel production is completed through more than 1.5 million data points, which is equivalent to running the enterprise on a digital twin and a visual operating platform.

During the “Thirteenth Five-Year Plan” period, Nangang invested more than 1.5 billion yuan in intelligent manufacturing, and its digital solutions already have 14,000 corporate customers, covering 22 industries. The company plans to invest more than 2.5 billion yuan during the “14th Five-Year Plan” to continue to improve the level of intelligence.

Companies like Nangang are refreshing people’s understanding of traditional industries every day.

“Our annual sales of industrial robots have reached the first place in China and the top two in the world.” Wu Kan, general manager of Eston Automation Co., Ltd. said. Estun itself produces robots through robots, increasing production efficiency by 57.5%, reducing comprehensive operating costs by 21.7%, reducing product defective rates by 35.2%, and reducing energy consumption per unit output value by 11.4%.

Siemens CNC has placed Siemens’ first digital native factory in the world in Nanjing to accelerate digital transformation.

To form a “strong manufacturing” development trend, it is inseparable from land, environmental protection, safety and other guarantee factors. Nanjing has significantly increased the proportion of projects that “start construction immediately upon acquisition” and “delivery upon completion”, effectively meeting the energy, forestry, labor and other needs of major projects, ensuring that more than 5,000 acres of industrial land are provided annually, and truly realizing “land-based projects”.

To strengthen the manufacturing industry, the “number one arena” is attracting investment. From cities to districts to streets and towns, project attraction has become the strongest voice. Anchoring on advanced manufacturing projects worth more than 5 billion yuan, we have carried out actions such as “visiting the headquarters of multinational companies” and “global CEO visits to Nanjing” to continuously enhance the “hard power” of high-quality development. Nanjing has made extra efforts this spring.
