The city council has set the following municipal proposals for the November 24, 2024 referendum:
- City Initiative “Housing for All”
- City Initiative “Yes to Free and Cheap Electricity Choice”
- Municipal template “Second indoor public swimming pool: operating grant and rent”, guarantee loan of 2.9 million francs repaid annually
- Municipal template “to take over the museum staff with the art society”, a guaranteed loan of 4.75 million francs repaid annually
If the requirements for a silent election are not met, an election will also be held at the ballot box for the following election matters:
- New election for the notary district of Winterthur Altstadt (including the urban districts of Winterthur-Stadt and Mattenbach) for the remainder of the term of office 2022-2026
- Additional election of a member of the Catholic Synod of Canton Zurich for the Catholic parish of Winterthur for the remainder of the term of office 2023–2027
