Who adopted this measure and why a toll?

Likewise, New Yorkers earning less than $50,000/year will be able to register for a program. It will allow them not to pay for the first 10 journeys in the area. People who use certain tunnels that already have tolls to pay will benefit from a credit of $5 per passage.
Which sector of New York is affected by this future rule?
It is the entire area of Manhattan below 60th Street who will be affected by this rule. In terms of schedules, only people who enter this sector will be concerned. from 5 a.m. to 9 p.m. on weekdays and from 9 a.m. to 9 p.m. on weekends.
