Rome, February 6, 2021 – Among the very first tasks of new government on which the prime minister in charge is working Mario Draghi (here the live broadcast of the third day of consultations) there are those relating to anti Covid measures taken with the last measures (the January decree and the next Dpcm). The first real issue concerns the shifts between yellow regions. The January decree has banned them (with the exceptions work, health and necessity e second box) until February 15 (while the Dpcm is in force until March 5). So the first knot is this: if a provision is not adopted that a possible extension, from February 16 we will again be able to travel from one yellow region to another. It is no mystery that scientists are very cautious because they fear a surge in the contagion curve. At present almost all of Italy is in the yellow zone (here the map): from Monday Sardinia will also be yellow while Puglia and Sicily remain orange (Alto Adige will go into lockdown on Monday). Me too’Umbria remains orange, except for the province of Perugia and six municipalities of Ternano which from next Monday in the red zone due to the presence of cases of English and Brazilian variant. In Abruzzo instead the mayor of Pescara, Carlo Masci, has signed an ordinance that provides for the suspension of teaching in presence in all kindergartens, primary and lower secondary schools in the city, from 8 to 16 February. At the origin of the measure the rapid increase in infections.

What kind of provision will be needed? In this regard, the outgoing Minister for Regional Affairs was very clear, Francesco Boccia: “The new government will take care of it, a decree will be needed”. Since a decree was involved in the displacements, a possible extension must be adopted not with a Dpcm but with a decree law.

Times. Draghi has a very tight agenda in front of him. Likely if on Monday he holds a second round of consultations, it is possible that the new executive will see the light between Tuesday and Wednesday. The new government takes office, replacing the resigning one, with the oath (then within ten days he will have to obtain the confidence of the parliament). So if it were to come to the conclusion that an extension of the ban is necessary, the decree law should be signed by Sunday 14 February. Regarding the consultations with Draghi, today the deputy of the League Claudio Borghi, on Twitter, said: “One of the first things we asked for was the restoration of constitutional freedoms and I think we have found attentive ears. The era of the madman who built his power on the Dpcm is over “.

Restaurants

This is a theme that was the subject of the Dpcm which came into force on January 16: in the yellow zone bars and restaurants they are only open until 6pm (take away until 10pm only for restaurants). In the orange and red zone they are closed. In recent days, the pressure of category operators throughout Italy has been increasing so that restaurants in the yellow zone are also open for dinner until 22. In recent days there has been a lot of confusion because there has been talk of an opening in this sense of Scientific technical committee which, however, later denied. So the question is still open. In addition, in the last few hours, even those who ask have been making their voices heard opening for lunch also in the orange zone.

Times. The Dpcm will expire on March 5. But it could also be that the new government – again on the basis of the data – could decide for an early opening. And then a provision could arrive by Sunday 14 February. But these are only hypotheses, mind you.

The speech of the reopening of the ski resorts. The January decree provided for its closure until 15 February. So the necessary decision will have to be taken next week (if you want to extend it, of course). The CTS gave its okay for the reopening, albeit with respect for stringent protocols. It is clear that this is an issue intimately connected to that of movements between regions.

Gyms

They are closed until March 5th gyms and swimming pools. A discussion is underway with the CTS to adopt a protocol that may eventually allow a reopening of the gyms at least with individual lessons.
