Moussa Sanogo launches the “E-supplier” application

Moussa Sanogo, the Budget Minister, announced on May 20, 2022, the launch of the “E-supplier” application for economic operators.

Proceeding with the launch of the campaign to popularize the activities and the 2022 communication plan of the Economic Operators Information Unit (CELIOPE), Mr. Sanogo specified that through this application, the service provider will be able to obtain information on the progress of the processing of his file in the expenditure circuit by checking each stage (situation of the invoice, commitment, liquidation, mandate, payment order, payment, payment, etc.) from his account vendor.

This tool will help economic operators who execute orders for the benefit of the State without purchase orders from budgetary information systems. The execution of such orders does not bind the State and constitutes a private type transaction between the supplier and the issuer of this voucher.

This situation, which does not allow the supplier to be paid for his service, is ultimately detrimental to the development of the private sector.

More generally, the issue of debts to suppliers and private operators on the public sector, contracted outside the regulatory framework and the resulting settlement difficulties must receive an appropriate response to allow the exercise of private sector activities in the serenity.

It is in this context that CELIOPE’s popularization campaign was launched with a view to sensitizing public expenditure players on the need to ensure compliance with the regulatory provisions governing the execution of public expenditure.
