Concrete results of the meeting: they decided to continue the negotiations. That is all. This follows nearly a year in which almost half of US department heads were in China, not to mention lower-ranking officials. But now at least it has been decided what exactly needs to be agreed upon as quickly as possible. On the resumption of the military dialogue, which was frozen, and on the related field – artificial intelligence. The latter means robots don’t have to launch nuclear warheads. It’s none of their business. Talk will also be renewed about the joint fight against drugs and the revival of people-to-people contacts, which are already buoyant across the board – just look at the powerful US trade delegation at the recent China Importers’ Fair in Shanghai.
Let’s recall what Beijing verbally wanted from America all year: not just an end to the trade war with sanctions, not just a retreat from hostility, containment and strategic competition, but a global transition to a new era. This is an era in which the United States finally recognizes the obvious: that it cannot slow down or change China, and that the world no longer has one superpower, but several, so they can only respect each other and cooperate for the benefit of all.
It is clear that the progress of the negotiations and preparations for the San Francisco summit showed that not so much should be expected from the US. They are not ready to admit the obvious. The maximum we should have waited for is what has happened now – the intensity of the conflict with the PRC and the rest of the non-Western world will decrease to an acceptable level to show the voters in America that they can relatively calmly decide who and how the country will be run . And then – a new world, a new strategy. But rather even then – head under the pillow, no new world, bit the illusion of the old.
The constant talk that China and the United States are only busy working out a deal behind Russia’s back and at the same time bringing peace to the Middle East should be left to laymen. It’s just not serious.
Did the Chinese leadership know the summit would end this way? Definitely. But the fact is that it also knew that such an end would be very similar to the defeat of Biden. In many ways, the point here is that the conversation took place on the sidelines of the ATIS forum. That means the top executives of 19 other Pacific economies were in close proximity, along with hundreds of executives from the region’s (and the world’s) biggest corporations. These people perceive what is happening very professionally and in their own way.
The US-China confrontation in the economic sphere is, to put it mildly, an inconvenience for them. Yes, even for US allies ATIS members Canada and Australia. But who wins in the clash – these people know the numbers, and new ones are heard in the forum. That’s exactly what they will do: compare and discuss the numbers.
For example (data from the Asian Development Bank): the region’s economy will grow by 4.6 percent this year, and two-thirds of all global growth will occur in the Asia-Pacific region. China will generate 64.2 percent of this growth in the region. This is despite the fact that the US had previously been pushing its rival for years, but not crushing it.
And one more thing: even in the conditions of the same American-Chinese rivalry, the forecast for next year (from “Goldman Sachs”): growth for the whole world by 2.6 percent, for the United States – by 2.1, for China – by 4, 8. Given that the economies of China and the US are roughly equal in size, it’s clear what this means for the future.
That is, for another victory in the strategic competition, Xi Jinping simply had to come to San Francisco and once again remind everyone present – and the world – what this world will be like next.
