Moscow Student Arrested for Reading Memoirs of Former SS Officer: Propaganda of Nazi Symbols

The Basmanny District Court of Moscow has arrested student-historian Vladimir Panin for five days under an article about propaganda of Nazi symbols for reading the memoirs of former SS officer Peter Neumann “Black March” in the Moscow metro. The case card was discovered by Novaya Gazeta Europe on the website of the Moscow courts.

Panin is a student of the Faculty of History of Political Science and Law at the State University of Education. As follows from the documents published on the website of the court, on the morning of May 6, in the metro car at the Chistye Prudy station, he “held in both hands” the book “Black March. Memoirs of an SS officer 1938-1945. The book depicted a soldier in a German helmet and the symbol of the SS.

Panin, as told in court, pleaded guilty, but explained that he studied the book “as a historical source due to his education,” and noted that he did not adhere to the ideologies of Nazism and fascism. However, Judge Irina Guseva found him guilty under Part 1 of Art. 20.3 of the Code of Administrative Offenses, and also decided to destroy the book.

Earlier, the Cheryomushkinsky District Court of Moscow arrested 40-year-old Yury Samoilov for 14 days because of “discrediting the Russian army” pictures in his phone. As follows from the published court decision, the Muscovite was arrested because of the image of the chevron of the Ukrainian Azov battalion, which was recognized in Russia as a terrorist organization, found on his phone.

Samoilov was charged with “production and distribution of extremist materials” (20.29 of the Code of Administrative Offenses).

The Muscovite was detained on the morning of March 17 in the subway. One of the passengers saw pictures on his phone that “discredited the Russian army” and called the police. Law enforcement officers approached Samoilov through several stations and took him away. Then the security forces looked through the detainee’s mobile device and drew up a report on him on the distribution of extremist materials.
