Most recently, the Latvian authorities were receptive to supporting the so-called Moscow House, one of Russia’s propaganda centers – the SRS paid the so-called Covid-19 support money from the Latvian state budget to two of its employees for two months, TV3’s “Nekā personīga” reports.
Due to the war in Ukraine, Latvia has frozen the assets of the Moscow House in Riga. It has become known to the program that it is forbidden to use the money received from the Moscow municipality in the bank account of the institution.
According to the Land Register, the Moscow House at 7 Marijas Street in Riga belongs to the Moscow City Property Department. It was the property of the Latvian Railway 20 years ago, but the head of the company Andris Zorgevics handed it over to the Russian capital.
Since its establishment, the Moscow House has been managed by Juris Silovs – he has been on the board of a joint stock company registered in Latvia. But now there is a dual government in the house.
A branch is registered in Latvia, which represents the Moscow State State Unitary Enterprise “Moscow Center for International Cooperation”. Its branch in Latvia is headed by Eduards Cehovals, the former director of the Riga Russian Theater: “It’s like that. What will be, will be. Will say – close roughly. Well, close. To open. Will open. “At the moment, this building cannot be sold, given to anyone or seized. Not to rent to anyone. (NP: Then there’s a bookstore there, or what other offices can’t be there?) Here’s the nuance. Agreements concluded before the entry into force of the sanctions regime are enforceable. Companies that rent premises there can stay there and continue to operate. There is another question – to whom do they pay this money. And if they pay money, for example, to an owner who is also subject to a financial ban, then it is already up to the bank to freeze those funds. There are nuances again. Freezing, which is not within the competence of the TM, does not mean that they must not be handled. There are certain criteria, certain cases that can be done, but in all cases the bank must request and the bank must consult with the FCMC in order to obtain permission to handle these funds, ”says Mikhail Papsujevich, State Secretary of the Ministry of Justice.
The current representative office of the Moscow House has been left without money due to the freezing of funds from Russia in its account with Rietumu Bank.

Wage subsidy support has been granted for 4 months to 4 workers. On October 27, last year, the Latvian state paid 1,635 euros and 36 cents to the Moscow House. 1526 euros and 28 cents were transferred for November this year on January 11.
