Morocco called, Monday in New York, the United Nations Security Council to adopt sanctions against those responsible for diverting humanitarian aid, in the context of food security in Africa.
The initiative was presented by Omar Kadiri, Deputy Permanent Representative of Morocco to the UN, during a session chaired by US Secretary of State Antony Blinken. Moreover, Morocco supports more than 44 million Africans in this process, underlined Kadiri.
Thus, the Deputy Permanent Representative of Morocco to the UN recalled Security Council Resolution 2417 adopted 5 years ago, emphasizing its link between armed conflicts, food insecurity and famine. This resolution condemns violations of international humanitarian law, including the deliberate blocking of humanitarian aid. The Security Council must therefore consider sanctions against those responsible for diverting aid and any obstruction to its distribution, he recommended.
The Moroccan diplomat pleaded for the strengthening of the role of the Peacebuilding Committee to integrate food security into the consolidation and sustainability of peace, with an approach adapted to the countries concerned. He stressed that food security is a strategic priority for Morocco, nationally, regionally and internationally, in accordance with south-south cooperation.
Also, Kadiri mentioned the Moroccan initiative to adapt African agriculture to climate change launched during COP 22, aimed at supporting sustainability and security through agriculture. Morocco has supported the creation of African climate committees to fight against climate change, a major factor of food insecurity.
Morocco has been devoting millions of tons of fertilizer to African soils and crops for decades to promote food security. In 2023, it allocated over 4 million tonnes of fertilizer, doubling the amount of 2021, supporting over 44 million African farmers. This action also extends to other developing regions, said the diplomat.
The Kingdom is continuing its comprehensive program to address food security in Africa through a scientific approach and mobilization of resources from government, development partners and the private sector, Kadiri said, noting that the objective is to eliminate food insecurity and potential conflicts, supporting south-south and tripartite cooperation.
Also, Kadiri stressed that Morocco supports the Secretary-General in the response to global crises related to food, energy and financing, calling for effective international solidarity to end the threats of hunger and food insecurity, especially in Africa.
Ultimately, he stressed that the current tensions are exacerbating a multidimensional crisis – food, energy, climate and financial – particularly affecting vulnerable economies, especially in Africa. In this sense, he called for a peace-oriented humanitarian response, strengthening the link between food security and peace, with strong prevention.
