Sanitary measures oblige, the guests of the solemn re-entry of the judicial tribunal ofArgentan (Orne), chaired by Gwenolé Ploux, this Wednesday, January 20, 2021, have been handpicked.
The sub-prefect of Argentan, the president and the general prosecutor of the court of appeal of Caen, the public prosecutor of Alençon, the director of the detention center of Argentan, the mayor of Argentan, the officers gendarmerie and police took their places in the courtroom.
Faced with the health crisis which “has changed our way of life but also of work”, Florence Sroda underlines “the efforts made by all magistrates and court staff so that the expected justice is rendered to everyone”.
The public prosecutor did not fail to congratulate the work accomplished by her predecessor, Hugues de Phily, who after seven years spent in Argentan joined the Parquet ofAuxerre (Yonne), leaving it an institution “in perfect working order”.
Florence Sroda also recalled the departure of Nirmala Gnanou for the court of appeal of Caen (Calvados): it has been replaced by Anne-Sophie Mbih who occupies his first post at the Argentan judicial tribunal as deputy prosecutor.
Increase in the number of immediate appearances
If the number of immediate appearances increased by more than 44% compared to last year, the figures for the year 2020 were impacted by a strike movement by lawyers at the beginning of the year and by the health crisis.
Nevertheless, 5,128 cases (5th class felonies, misdemeanors and contraventions) were dealt with.
496 judgments were rendered against 763 the previous year and 258 CRPC (appearance on prior admission of guilt) for 327 in 2019.
This year again, the effort will be continued to adjudicate the most serious cases more quickly by using rapid channels such as immediate appearances, CRPCs or criminal proceedings.
Deployment of the “serious danger” telephone
–Uncompromising justice, mainly access to violence and particularly intra-family violence with the deployment of the “serious danger” telephone (device for threatened women) and the use of the removal center.
A fight against all forms of trafficking and in part those linked to narcotics.
Everything will be done for a good execution of sentences and wishes more than anything that the project of a reintegration farm on the territory of Argentan sees the light of day.
The president of the court resumes on these two words “barrier gestures” and urges reflection: “Can a gesture be a barrier? And is it not rather the restraint of the gesture that is a barrier? “
Slowdown in cases handled
A restraint which posed many concerns for the continuation of judicial activity resulting automatically in a drop in referrals of around 25% and a slowdown in the cases dealt with.
Gwenolé Ploux warmly thanks “all the court, magistrates, clerks and officials who mobilized to find solutions to maintain activity”.
After recalling the multiple departures during the year 2020, Gwenolé Ploux welcomes the arrival of Helene Lavedrine as judge of the application of sentences, Juliane Lochus mainly assigned to the family division and Quentin Zeller positioned on the functions of family court judge and correctional judge.
The reorganizations underway are not without consequences and lead to measure to what extent the buildings which house the court and its services no longer meet the needs of a justice of the 21st century.
Priority to the creation of a unique building
The creation of a single real estate pole bringing together all the judicial services in one place is a priority project.
He also thanked the collaboration and commitment of the mayor of Argentan, the deputy and all the associated players.
Before closing this hearing, the public prosecutor and the president of the court made a point of paying a public tribute to Mrs Gérard, registrar agent who asserts his retirement rights, for his dedication and for the quality of his work.
