Until then lagging behind in the reception and processing of cases at the Departmental House for Disabled Persons (MDPH), the Finistère wants to become a model and an experimental laboratory. This plan presented this Friday has three components: the MDPH, a “supply shockand support for caregivers.

Seven to five month lead time

When Maël de Calan took over last July, “the processing time for files at the MDPH was seven months on average“, underlines Nathalie Carrot-Tanneau, vice-president of the departmental council in charge of the handicap. We still have a short walk to go.“The MDPH is a kind of “sorting yard”, which “determines whether you are entitled to compensation“related to your disability, explains Delphine Bourdais, its director. Each year, the MDPH processes 80,000 requests, answers 10,000 calls per month and receives 80 people per day. Today, 120 agents work there.

Short evaluations

To reduce these delays, the county council has reinforced the means : Six nurses have been recruited and three file instructors. “The processes have also been reviewedcontinues Nathalie Carrot-Tanneau. The processing of these files is the gateway before being able to access rights: a place in an IME for example, educational medical institutes, or in a home. Structures that lack space. In 2021, there were in the department 920 accommodation requests pendingand more than 500 waiting places for support services.

The county council therefore announces the creation of 542 additional places, to create a “supply shock.” To have a place in IME, financed by the State, there is sometimes a six-year wait. The department of Finistère will therefore create places in Foyer de vie for example, which welcome young people from the age of 20, which, mechanically, will free up places in IME. Amount of this investment: 12 million euros per year.

Respite for caregivers

Finally, a third part of this plan concerns carers, those close to people with motor or mental disabilities, who must be taken care of throughout their lives. However, as Delphine Bourdais, of the MDPH, reminds us, “one carer in two dies before the cared for.“These loved ones need to breathe, to respite, which is not always easy. Jean-Claude Carn leads discussion groups for these people, at UNAFAM, the National Union of Families and Friends of People Who Are Sick or mental disabilities. Among the announcements of the department of Finistère, a “respite check” to allow them to breathe, which entitles them to temporary accommodation for people with disabilities, or even a peer-helper network, to develop mutual aid between caregivers.

To find out more about the MDPH and the possible aid, a brand new website goes live this Friday. It is now accessible, according to the county council, to more than 90% of people with disabilities.
