The Board of SIA “Rīgas namu pārvaldnieks” (RNP), considering the issue of the financial situation of the houses and the amount of debts, confirmed that in case of a decrease in air temperature, the heating season for 1143 apartment buildings managed by RNP can already start. It is forecasted that in the next week the list of heating connections will be supplemented by another 1,100 houses, out of a total of more than 2,500 houses that receive heating services from JSC “Rīgas Siltums”. As a result, most homes will be connected without delay. So far, the question of about 200 relatively small apartment buildings with a long-standing discipline of payment for services has remained unanswered.
During the last year, communication with customers on payment issues has been significantly intensified, work with debtors has been significantly improved, and the amount of debt has been reduced several times. However, in 200 buildings the payment discipline of customers is lower than 70% and considering that JSC “Rīgas Siltums” does not connect heating to homes with debts for the last heating season, RNP calls on customers of these houses to immediately pay for services provided by JSC “Rīgas Siltums” so as not to delay heating connection. Given that some customers may have difficulty fully paying for the services they receive, RNP offers its customers a number of options to address this situation. The situation of neighbors who are conscientious payers cannot be tolerated.
For the first time, customers are given the opportunity to make a so-called advance payment, ie to pay for part or all of the heating at the beginning of the season by making an advance payment. In this case, during the heating season, the advance payment is canceled by paying for the heat supplied directly to the advance payer during the heating season. Please note that when making such a payment, the payment order must indicate that it is an advance payment for heating. The second option is to pay off the accumulated debt, because JSC “Rīgas siltums” does not connect heating, if 100% of the received heating service has not been paid for. In addition, the home community can decide by a majority vote to cover the debt, for example from the house savings, by stipulating that as soon as the debt is collected, it is returned to the savings. Apartment owners can also accept any other solution that would allow to provide heating connection.
Ronalds Neimanis, Chairman of the Board of RNP: “In the field of debt prevention and recovery, the financial management and debt collection structural units of” Rīgas namu pārvaldnieks “have done a lot of work over the past year, as the current heating debt has been reduced 3.5 times during the year. that the current heat debt will be reduced from 2.6 million to 1 – 1.2 million, which is currently 0.7 million EUR and continues to decline, so we can safely predict that the majority of our customers will receive heating without delay this autumn. I would like to thank every customer who has taken into account the deadline for payment of bills!
The heating of the first houses was connected already on September 15 – the authorized persons of these houses submitted decisions on the heating connection, thus determining and choosing the most preferred date for the heating connection. Without waiting for the start of the heating season, it is possible to connect it to those residential houses whose co-owners have fully paid for the heat energy services received in the residential house during the previous heating season and submitted a joint decision on heating connection or by an authorized person.
