Despite automation, digitization, Green Deal requirements and artificial intelligence capabilities, Europe will need more and more workers, and at the same time retraining and lifelong learning will be needed with a national approach.
This was revealed by Baiba Rozentāle, head of the customer service department of the personnel rental company SIA Biuro, in an interview with Dienas Biznesam.

Briefly tell us about the history and development of Biuro, a staff leasing company?
The company’s roots are in Lithuania 20 years ago, when the company’s founders discovered this niche – hiring employees. The beginning was with employees to organize entertainment events and concerts, and gradually the areas of services expanded. The Latvian branch of SIA Biuro has existed for 11 years. The company has a similar representation in Estonia as well. In other words, we work in the three Baltic countries, providing our clients with personnel rental services, personnel selection in full, we also advise on personnel selection and market conditions in the field of work. We see ourselves as leaders in the Baltic market in the rental area. In Lithuania, we know that the market share is around 30%.
In which areas do you currently offer a staffing service?
Production, logistics and service area. For now, we are trying to expand in the existing departments, but we are also thinking about expanding across departments. Each subsequent business requires a slightly new research and approach.
How are staffing services provided in the Baltics? I know that in Britain, most staffing companies are the ones who sign the contract with the worker and pay the wages. What about us?
First is the conversation with the customer, that is, the customer comes to us with his needs. For example, he needs three workers on Wednesday. Our job is to provide the necessary staff. You can also talk about other terms, a week, a month, a year, and our job is to make sure that the job is filled. We have to find an employee, we have to assign a person to the client at work, and logically we are the ones who do all the administrative processes – salaries, sick leaves, holidays. If something happens, for example, an employee becomes ill, our concern is to replace him as soon as possible for this period of illness. We try to be as responsive as possible to the client’s needs. One day we need one person, the next day we need 20 people, our duty is to fulfill this requirement.
How do you make contracts with employees? Long term or just for the required time?
We conclude contracts with workers for the required period. If there is one day, there is also a deal for one day.
In other words, the employee is not in the long-term security that the job is guaranteed?
Our business model works best when we contract for the time we need. Then the employee also knows what to offer him, what are the special features of the job, and it is not true that a person should be assigned to a job that he does not want to do. It’s very important not to cross that line and give people the kind of work they can do and want to do.
