Mock elections Showcase Seamless Preparations for May 2025 Polls
The Commission on Elections (Comelec) has declared the recent mock polls held in 30 barangays across the Philippines a resounding success, achieving a 100 percent transmission rate. This exercise, conducted in preparation for the May 2025 elections, also included participation from 15 municipalities and overseas voters in Singapore.
“It was 100 percent triumphant, and voting in all precincts started at exactly 7 a.m.,” said comelec Chairman George Garcia during a press briefing in Patikul, Sulu, one of the areas where the mock polls were held. The event aimed to test the efficiency of the electoral process, particularly the transmission of data from precincts to municipal or city canvassing centers, central and backup servers, and other stakeholders like the Parish Pastoral Council for Responsible Voting and the National Movement for Free Elections.
Garcia emphasized that the transmission of data from municipal to provincial boards of canvassers and, ultimately,to the national board of canvassers was seamless. The mock elections also recorded an average voter turnout of 80 percent, with Caraga leading at 97.5 percent and Eastern Visayas posting the lowest at 46 percent.John Rex Laudiangco, Comelec spokesman, highlighted the importance of conducting these exercises in remote areas to identify potential challenges. “Holding mock elections in remote areas would help determine challenges faced by the Comelec and the voters,” he said.
One of the standout successes was in sulu, which became the first area to transmit results. Garcia attributed this to the use of Starlink, a satellite internet service.“The Starlink internet service is being used in Sulu. The transmission was very fast,” he noted. he added that Starlink would also be deployed in areas with weak internet signals, including parts of Metro Manila.
Simultaneously occurring, the Philippine National Police (PNP) raised concerns over the increasing number of security guards arrested for violating the comelec gun ban. Out of 334 individuals apprehended, 10 were security guards. PNP chief Gen. rommel Francisco Marbil has directed the Supervisory Office for Security and Examination Agencies (SOSIA) to remind security agencies of the gun ban regulations.
“Despite our continuous reminder, the number of security guards arrested for gun possession keeps increasing,” said Col. Randulf Tuano, PNP public information officer. Since the election period began on January 12, 337 firearms have been seized.
The mock elections and the ongoing enforcement of the gun ban underscore the Comelec’s commitment to ensuring a smooth and secure electoral process.

The recent mock elections conducted by the Commission on Elections (Comelec) in 30 barangays across the Philippines have showcased the country’s readiness for the upcoming May 2025 elections. With a 100% data transmission rate and an average voter turnout of 80%, these mock polls highlight the successes and challenges in ensuring a seamless electoral process. In this interview,we sit down with Dr. Maria Santos, a political analyst and expert in electoral systems, to discuss the key takeaways from these mock elections.
Seamless Data Transmission
Editor: Dr. Santos, the mock elections achieved a 100% transmission rate. What does this meen for the upcoming elections?
Dr. Maria Santos: This is a notable milestone. Achieving a 100% transmission rate indicates that the system in place for sending data from precincts to municipal canvassing centers and ultimately to the national board of canvassers is functioning flawlessly. It ensures that election results will be accurate and timely, which is crucial for maintaining public trust in the electoral process.
Voter turnout Challenges
Editor: The mock elections saw an average voter turnout of 80%, with Caraga at 97.5% and Eastern visayas at 46%. What factors contribute to such disparities?
Dr. Maria Santos: Voter turnout can be influenced by several factors, including accessibility, awareness, and local engagement. Caraga’s high turnout suggests strong community involvement, while Eastern Visayas’ lower turnout might indicate logistical challenges or voter apathy. These disparities highlight the need for targeted voter education campaigns and improved accessibility in remote areas.
Technological Innovations
Editor: Starlink satellite internet was used in Sulu to ensure fast data transmission. how vital is this technology for the elections?
Dr. Maria Santos: Starlink is a game-changer, especially in areas with weak or no internet signals. Its deployment in Sulu, which had the fastest transmission, demonstrates how technology can bridge connectivity gaps. Expanding its use to other remote areas, including parts of Metro Manila, will further enhance the reliability of the electoral process.
Enforcing the Gun Ban
Editor: The PNP reported 334 arrests for gun ban violations, including 10 security guards. How does this impact election security?
Dr. Maria Santos: The gun ban is a critical component of election security, aiming to prevent violence during the campaign and voting periods. The arrests, particularly of security guards, underscore the need for stricter enforcement and awareness campaigns. The PNP’s efforts in seizing 337 firearms are commendable, but continuous vigilance is essential to ensure a safe habitat for voters.
