Mobilization in Ukraine: when students lose the right to deferment

When the deferral is inactive even for those who are full-time students.

During the general mobilization in Ukraine, students, graduate students and doctoral students have a deferment from mobilization for the duration of their studies, however, there are conditions under which students can be mobilized.

Yes, in the text article 23 of the Law on mobilization training and mobilization refers to the right to deferment of persons receiving education during the full-time education.

“Applicants for professional (vocational), vocational higher and higher education, trainee assistants, graduate students and doctoral students who study full-time or dual forms of education,” the law says.

Who is not mobilized while studying

Men and women receiving full-time higher and higher education cannot be mobilized.

  • Pupils and students of vocational schools and colleges;
  • students of colleges, universities, institutes, academies;
  • graduate and doctoral students of research institutions, institutions of higher education of III-IV levels of accreditation, who received the right to study postgraduates and doctoral students;
  • assistant trainee.

Who can be mobilized while studying

The deferment for students during mobilization in 2023 only applies to those who are studying full-time or dual studies. The delay does not apply to part-time students. This mainly concerns university students, because there is no distance learning in postgraduate and doctoral studies.

Moreover, there are conditions under which the deferment does not apply to all students, even if they have a full-time study. Hence, mobilize students :

  • after graduating from college, before entering the university;
  • after completing a bachelor’s degree before entering a master’s program;
  • after graduating from universities before entering graduate school and, accordingly, before entering doctoral studies.

Persons who are trained in this form or received summons during this period and were taken to the TCC can be mobilized in accordance with the laws of Ukraine.

Student Mobilization 2023: How to Volunteer

Also, a student can voluntarily mobilize even if he has a deferment from mobilization. In this case, you can contact the territorial recruitment and social support center, write an application about the desire to become a volunteer.

Bye in Ukraine they do not mobilize persons from 18 to 27 years old, however, they offer volunteers to sign a contract with the Armed Forces of Ukraine.

After the application is written by the student, the TCC sends a message to his educational institution, and he automatically, without the student’s application, provides him with academic leave for the duration of his service.

What to do if a student is not ready for mobilization in 2023

If a student does not want to be mobilized, at the time of receiving the summons, he needs to submit a certificate of study to the military registration and enlistment office.

Recall that since February 2022, general mobilization has been in force in Ukraine. Currently the military can issue subpoenas in public places.

We also add that the medical commission can issue one of three decisions on potential mobilized with limited fitness.
