Persons liable for military service are called up to serve, but some can be called up only at their own request or have the right to serve only at their place of residence.
In Ukraine, some categories of men may be mobilized for service only at the place of residence, and such military personnel can be transferred home from other units if they belong to these categories.
Paragraph 10 of Article 23 clearly defines that there are 10 categories of persons liable for military service who, during the specified period, can be called up for military service with their consent and only at their place of residence.
Such men can voluntarily receive a mobilization order, but their service must take place at their place of residence. These include persons deferred for health reasons and family reasons:
men and women with disabilities of groups I, II, III, defined in Ukraine women and men who support three or more children under 18 years of age women and men independently raising a child (children) under the age of 18 years of age women and men, guardians , guardians, foster parents, parent-educators raising a child with a disability under the age of 18, women and men, guardians, trustees, foster parents, parent-educators raising a child with serious illnesses, provided for by law, confirmed by a document issued by a medical advisory office commission of a health care institution in the manner and form established by the central executive body, which ensures the formation and implementation of state policy in the field of health care, but which does not establish the disability of women and men who are supporting an adult child who is a person with a disability of group I or II adoptive parents, guardians, trustees, foster parents, parent-educators who support orphans or children deprived of parental care, under the age of 18, who are constantly caring for a sick wife (husband), child, as well as their parents or wives (spouse), who, according to the conclusion of a medical and social expert commission or a medical advisory commission of a health care institution, need constant care having a wife (spouse) from among persons with disabilities and/or one of their parents or parents of a spouse (spouse) from among persons with disabilities disability of group I or II, provided that such persons with disabilities do not have other able-bodied persons who are obliged in accordance with the law to support them, guardians of a person with a disability recognized by the court as incompetent, persons engaged in the constant care of a person with a disability of group I, persons employed constant care for a person with a group II disability or for a person, according to the conclusion of a medical and social expert commission or a medical advisory commission of a health care institution, requires constant care, in the absence of other persons who can provide such care
We would like to remind you that the Verkhovna Rada adopted bills on extending martial law and the period for holding a general mobilization in Ukraine for another three months. And now martial law and general mobilization will remain in effect until February 14 next year.

General mobilization – an operational mechanism for replenishing the ranks of the Armed Forces, which is carried out simultaneously throughout the entire territory of Ukraine.
It applies to all government bodies, other government bodies, local governments, the Armed Forces of Ukraine, other military formations, bodies and forces of the Civil Defense of Ukraine, sectors of the national economy, public and private enterprises, institutions and organizations.
Mobilization takes place within 90 days of the announcement. During this period, all citizens from 18 to 60 years of age (mostly men) who can perform military duty are subject to mobilization.
