Devices will only be allowed to be used if they are specifically needed, for example in digital skills classes, for medical reasons or for people with disabilities.
“Although mobile phones are integral to our lives, they have no place in the classroom. Students must be able to concentrate and be given the opportunity to study well. Scientific studies show that mobile phones have a harmful effect on students during lessons. We have to protect students from this,” stated Dutch Minister of Education Robert Deikgraaf, explaining that “students are less able to concentrate and their performance deteriorates.”
The ban follows an agreement between the ministry, schools and related organisations.
The education minister said schools can find their own way to organize the ban, but if it does not produce sufficient results by the summer of 2024, legal action will be taken.
For this reason, from 1 January 2024, the use of mobile phones, tablets and smart watches will no longer be allowed in the Netherlands during school hours.
By October, relevant changes must be made in the internal rules of schools.
