MLFF Project in Jakarta: Hungarian Investment in Indonesian Toll System

Hungary is now working on the Multi Lane Free Flow (MLFF) project, aka paying tolls without stopping in Indonesia. This national strategic project was stopped, but is now running again.

The plan is that in the second week of December next month there will be an MLFF trial on the Bali Mandara Toll Road. In this project the Hungarian company, Roatex, invested US$ 300 million or Rp. 4.7 trillion.

The trial was organized by PT Roatex Indonesia Toll System, a Hungarian-Indonesian joint venture.

“MLFF is a success story in Hungary’s foreign trade and investment in 2021. This is the largest technology transfer export in Hungary’s modern economic history,” said Hungarian Ambassador to Indonesia Lilla Karsay at the Hunindotech 4.0 event in Jakarta, Tuesday (14/11/ 2023).

For information, the MLFF system is the result of cooperation between the two countries initiated in 2016. According to detikcom’s notes, this system uses Global Navigation Satellite System (GNSS) technology and carries out transactions via a special toll road application on smartphones, namely CANTAS.

By using this technology, GPS will determine the location determined by the satellite and the map-matching process will run in the central system. When the vehicle exits the toll road and the map-matching process ends, the system will calculate the fare.

The estimated transaction time at the toll gate will decrease to 0 seconds using the MLFF system. Previously, toll gate transactions using electronic money took around 4 seconds. When still using cash transactions, the transaction time is even longer, namely around 10 seconds.

Apart from that, by using this technology, BPJT can make toll road operating costs more efficient. Meanwhile, toll road users can minimize vehicle fuel because they no longer need to stop and queue at toll gates.

The use of the Global Navigation Satellite System (GNSS) has actually been widely implemented in Eastern European countries, including Hungary. However, currently in Indonesia the use of MLFF technology is still in the development stage.
