Mixed household waste treatment union (SMTOM) of the Villerupt region (Meurthe-et-Moselle)

The Grand Est regional chamber of accounts audited the accounts and management of the mixed household waste treatment union (SMTOM) of the Villerupt region (Meurthe-et-Moselle) over the period 2015-2019.

It includes three inter-municipal authorities and a mixed union covering a population of 130,000 inhabitants. In 2019, it treated nearly 43,500 tonnes of OMR (residual household waste) and CS waste (selective collection).

The OMR treatment plant using the TMB (mechanical biological treatment) system experienced serious malfunctions in 2016 and 2019, leading it to invest € 4.5 million in an additional industrial tube. The recyclable sorting center is required to stop operating on December 31, 2021, as it does not meet the conditions for the extension of sorting instructions.

Even if SMTOM’s financial situation has enabled it to generate sufficient self-financing to cover its investments without borrowing, it will have to be vigilant in the future and contain its debt load.

The chamber invites it to make its facilities profitable and find an alternative solution for the extension of the sorting instructions for recyclables without placing more financial burden on its members, who have been heavily solicited by the amount of their participation (+ 60% since 2015 ).

The chamber made six legal reminders and eight recommendations.
