Mitigating Paspampres-Kowad Threats ‘Supposedly Rape Turns Out As With Each Other’

The case of the rape is in the public spotlight, because it is suspected that it was committed by unscrupulous agents Paspamprés and the victim, a soldier from Kostrad, was not as expected. The results of a thorough examination by the TNI Military Police revealed several facts.

The results of the latest inspection were relayed by TNI Commander General Andika Perkasa. He said what happened between a mid-ranking officer with the rank of major in Paspampres and the first officer of the Indonesian Army Women’s Command (Kowad) with the rank of second lieutenant (letda) in Kostrad was consensual.

“Both were arrested because from the initial examination there was a loophole that made all this (the incident of the two having sex). Maybe it’s not what was reported before, namely rape,” he Andika told reporters in Solo on Thursday (8/12/2022).

“If it is not rape, it means that there are two suspects, in the sense that they are both perpetrators. What we are using is article 281 of the immoral penal code,” explained Andika.

So what is the threat of sanctions for both?

“The consequence is a penalty of dismissal from service,” Andika said.

Andika later explained that the two had repeatedly committed immoral acts: “I mean consensual and several times. Several times, it’s not rape,” Andika added.

In the domestic judicial process, Article 285 of the Penal Code regarding rape, originally imposed on Major Paspampres, is currently being aborted. Instead, the Paspampres major and Letda Kowad Kostrad were subject to article 281 concerning immorality.

“The goal is for the two to become suspicious so that the previous article where we used article 285 is most likely article 281, which is immoral,” concluded Andika.

As is known, the initial narrative circulating was the confession that a Kostrad commander Kostrad had been raped while on duty to provide security at the G20 summit in Bali. Kowad and the mayor of Paspampres know each other from the training process for security officers at the G20 summit.

The case originally called the alleged rape occurred in a Bali hotel on the evening of November 15, 2022. Paspampres’ major was said to have initially traveled to the victim’s site, allegedly under the guise of a coordination permit.

The victim admitted that she was not feeling well at the time. The main person who served Paspampres is said to have raped her until the victim woke up in the morning naked. The victim admitted that the incident of her rape left her with deep trauma.

Army Chief of Staff (KSAD) General Dudung Abdurachman hinted that the signs of the rape story are dubious. Dudung disclosed this when asked by reporters at the AD headquarters, Central Jakarta.

“We will check whether it is true or not, we will check it first. The trial has not (reached) the story that he was (true) raped,” Dudung said on Wednesday (7/11).
