Ministry Preparing to Ban Non-Personalized Prepaid SIM Cards to Tackle Fraud

The Vice-Chancellor of the Ministry for Internal Security Affairs, Veiko Kommusars, said in an interview to the “Vikerraadio” radio station that a draft law is being prepared in the ministry to ban non-personalized prepaid SIM cards, and it will soon be sent for review.

The commissioner emphasized that there is no plan to take away anyone’s SIM card or limit its use, however, the ministry wants each SIM card to be associated with a specific person’s name.

In criminal proceedings and with the permission of the court, the police can listen to the telephone conversations of individuals or request printouts of calls, however, the work of law enforcement agencies is complicated by the fact that criminals use non-personalized prepaid SIM cards and often change phone numbers.

The Vice-Chancellor of the Ministry informed that a large part of fraudulent calls are made from such non-personalized SIM cards.

“We ourselves offer the tools to defraud our people,” the Commissioner concluded, adding that the country is expected to detect such criminals.

The Ministry has envisioned a system where everyone has the opportunity to purchase a prepaid SIM card, however, it will be necessary to provide personal data for its activation.

The Commissioner explained that Estonia is one of the few countries of the European Union where it is possible to use non-personalized prepaid SIM cards.

The idea of ​​banning such SIM cards was expressed three years ago.
