The Ministry of Social Rights and Agenda 2023 has announced a few days after the entry into force of the rule that some obligations will not be applicable until the Regulation is developed, which is why the OCU recommends that dog owners without specific insurance to contact their current home insurance company to consult the options available to them, such as requesting a supplement to the coverage of said insurance, in addition to extending it to any caregiver of the animal.
The Animal Welfare Law will come into force on the 29th, but not in its entirety. For the moment, it will not be mandatory to take out dog ownership insurance (except for potentially dangerous breeds) or take the course on responsible ownership of dogs and cats. These, points 30.3 and 26.8 respectively, will remain in the air until the Government is formed, since their interim status does not yet allow the regulation of the law to be approved.

The ministry indicates that the draft regulation has already been prepared but will not be known until it can go to the Council of Ministers. This will not happen while the Government is interim, because the acting Executive cannot approve a rule of this type. Thus, from the department headed by Ione Belarra, they trust that it will be approved as soon as the new government is formed.

As a precaution, OCU urges all those owners who do not already have mandatory insurance to contact their home or civil liability insurer in order to verify that their animal is still covered by the new law. A supplement must be requested to show coverage (they will probably ask that the dog be identified) and that also adapts to the requirement of the new standard, which extends coverage to any person who takes care of the animal.
OCU assures that some companies are doing it without charging a premium for issuing it, so they recommend that if the insurer does not do so, consider changing insurance at the next expiration date.
«In the meantime, the most prudent thing is to choose, either to pay that supplement (if they offer this option), or to take out a specific policy for the highest possible capital. In the latter case and to give an indicative price range, for a capital of 300,000 euros in civil liability, the annual premium would range between 50 and 90 euros, with a deductible ranging from 150 to 300 euros,” the organization says.
Regarding the future Regulation, the OCU demands that it be finalized as soon as possible, while considering it vital that the civil liability capital of a dog be equal to that of automobile insurance, also in the standard for potentially dangerous breeds, where the The minimum only reaches 120,000 euros in the state standard. Because, although “the probability of a serious accident is lower than with a car or motorcycle, the consequences can be the same.”
On the other hand, it considers that other developments remain pending: the list of animals that can be considered pets, the frequency and type of veterinary care or the conditions of the course for the owners of the nine million registered dogs.
