The Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB) will coordinate with various parties regarding the work from home (WFH) system for state civil servants (ASN) in order to reduce air pollution. If the recommendation is WFH, then the PANRB Ministry will issue a circular letter.
“For WFH related to air pollution issues, we continue to coordinate with the Ministry of Environment and Forestry, BNPB, Ministry of Transportation, and other relevant authorities. If indeed the recommendation is to implement WFH for ASN, of course the Ministry of PANRB will issue the intended circular,” said Minister PAN- RB Azwar Anas to detikcom, Sunday (20/8/2023).
“But we still need to emphasize that the implementation of hybrid working must remain oriented towards optimal public services to the community, basic government services must still be carried out properly,” he continued.

However, Azwar Anas himself has issued a circular which regulates the ASN work system in Jakarta ahead of the ASEAN Summit. The letter is Circular of the Minister of PANRB No 17 of 2023 concerning Adjustment of the Work System for ASN Employees with Offices in the DKI Jakarta Region during the Preparation and Implementation Period for the 43rd ASEAN Summit in 2023.
“The adjustment to the work system in question is by implementing a hybrid working system or a combination of WFO and WFH work systems for a predetermined time, from 28 August to 7 September 2023,” he explained.
He said, for government services that are directly related to community services such as health, security and order, logistics, disaster management, and others, a 100% WFO alias remains in the office.
Quoted from detikNews, the Minister of Transportation (Menhub) Budi Karya Sumadi revealed the results of a meeting with the Coordinating Minister for Maritime Affairs and Investment (Menko Marves) Luhut Binsar Pandjaitan at the Kemenko Marves office which discussed handling air pollution in Jabodetabek. Budi said one of the agreements was a policy related to work from home (WFH).
“Yes, in the meeting with the Coordinating Minister for Maritime Affairs and Investment, one of the recommendations is that we all agree, all ministries agree on WFH,” Budi told reporters at Monas, Central Jakarta, Sunday (20/8).
Budi said that later the WFH policy would be made into written regulations in the form of a circular letter. The regulation is still under discussion with the Minister of PAN-RB.
“We are discussing this again with the MenPAN-RB to be able to issue (written rules), so this will be effective,” he said.
