Ministry of National Education Implements New Standard with Increase in Salaries and Allowances for Civil Servants

In response to seven oral questions on “the steps taken to implement the new standard”, Mr. Benmoussa said that a central committee and regional committees had been created to oversee the various measures related to monitoring and support for the implementation process and use of the new standard.

Addressing the administrative measures related to the new status, the minister noted that the increase in salaries and additional allowances were paid in record time to approximately 330,000 civil servants in the division, which they received at the end of April 2024.

This is the first installment of 750 dirhams per month of a general increase of around 1,500 dirhams, said Mr. Benmoussa.

“The additional compensation has been paid, as well as the first installment of compensation for the third level of excellence in January 2024,” he said, noting that the rest will be paid ​in January 2025.

In addition, the minister announced that “compensation for administrative costs given to education administration executives would continue to be paid this month or before the end of next June.”

According to the minister, these texts relate to all aspects related to the civil servants of the Ministry of National Education, whether it is related to the organization of recruitment competitions, professional competitions, training, allocation of some of compensation, the establishment of joint administrative committees, the resolution in some administrative situations, organization of transfer, promotion, etc.

In addition, some of these texts relate to the management of public educational institutions and the implementation of school life cycles, he said.

The ministry, immediately after the publication of the new legislation, took a participatory approach in these texts before submitting their projects for approval by the two government authorities responsible for public service and finance, according to the procedures involved, has put pressure on the minister.

And to add to that so far, “14 draft texts have been approved and 5 other draft regulatory texts are being approved by the relevant ministries”, saying that “the first draft of 5 draft texts has been prepared and sent to – into the social partners of the ministry for their opinion.

As part of the agreement with the provisions of the new status of civil servants of the Ministry of National Education, Mr. Benmoussa confirmed that his department is working on 19 draft regulatory texts related specifically to other aspects of the ministry’s professional career management. officers, training and school life.

The government official also wanted the other results of the agreements of 10 and 26 December 2023 to be implemented, in particular through a series of measures such as the organization of transit movements, taking into account the perceived superiority which was awarded to educational administrators who graduated from a regional. “incentive 2022” training centers, based on one year, and this is for the transfer of education administration officers for the year 2024.

The ministry is going to establish an organizational decision to manage transfers from the next school year, according to Mr. Benmoussa, as well as examining the situation of education officers, women and men, who work in remote and difficult areas. At the same time, the permanent commission will be established to update and change the study programs, with the appointment of its members on February 27, 2024.

He also pointed out that the government expressed “its strong desire to improve the working conditions of the educational family, to preserve its dignity and rethink the teaching profession”, giving note that the new standard is characterized by specific and important achievements, paving the way for the best implementation of educational reform.
