Ministry of Labor: A plan for the regularization of beneficiaries of pre-employment


The Minister of Labor, Employment and Social Security, El Hachemi Djaaboub, yesterday revealed new mechanisms for the integration of holders of pre-employment contracts within two and a half years at the latest.

The minister explained that there is an executive decree dated December 8 to integrate 36,500 pre-employment contract holders, stressing that the process has only included 25,000 to date. Mr. Djaaboub attributed the delay in integration to shortcomings in the process, which prompted his ministry to prepare a new plan that adopts exceptional mechanisms that will be referred to the Council of Ministers after its approval by the Council of Government.

He specified in an intervention on the National Radio that the integration process will take at most two and a half years, and will be done retroactively and in stages depending on the standard and seniority. It should be remembered that a year ago, an interministerial commission was set up in order to decide on the modalities of implementation of the plan relating to the final regularization of the beneficiaries of pre-employment. The Minister of Labor at the time, Mr. Haddam, spoke of the establishment of adequate mechanisms to ensure the smooth running of the integration operation of the people concerned under the best conditions and within the allotted time.

The Minister then insisted on the imperative to respect the transparent standards and objectives according to seniority in the professional integration assistance system. The commission was to complete its work in early January 2020 and the operation was to be spread over three years and was to involve the integration of 374,304 holders of pre-employment contracts in public administrations. A year later, nothing has materialized.

As a last resort, the people concerned multiply sit-ins and protest movements, demanding their right. On the register related to compensation for workers and employees who have not received their wages or lost their jobs due to the coronavirus epidemic, the minister stressed that the process concerns 56,000 workers, and it is companies and public administrations that will pay their salaries and not the Social Security Fund.
