Ministry of Justice Lays Foundation Stone for New Liepāja Prison: Taking Inspiration from Foreign Models for Enhanced Safety and Resocialization

The Ministry of Justice informs that on Friday a solemn event was held in Liepāja, during which the foundation stone capsule of the new Liepāja prison was laid.

Lībiņa-Egner notes that while cherishing the idea of the new prison, the best foreign ideas, such as Norway and Estonia, were drawn. As one of the main factors in the design of the prison, the safety of the prisoners, as well as the staff and the public, has been put forward.

The prison will provide an improved approach to the execution of sentences, more effective opportunities for the resocialization of prisoners, a large employment center for prisoners, as well as a place for prisoners to study. The prison will be equipped with new, state-of-the-art technology that will help staff better monitor prisoners.

There are currently nine prisons in Latvia, and six of them are more than 100 years old. Prison buildings and infrastructure in general are physically and morally outdated, they do not meet the needs of prison execution, as they were not built as prisons, but adapted over time.

This will be the first newly built prison in Latvia after the restoration of Latvia’s independence. The construction of the new prison is expected to be completed by September 22, 2025.
