The Ministry of Internal Affairs of the Russian Federation announced the largest tenders for the supply of knowingly imported hardware and software systems for hacking smartphones and extracting various data from them, including hidden and deleted by the user. The purchased complexes are intended for copying data, including hidden and remote information from mobile devices operating on the basis of iOS, Android, BlackBerry, Symbian, Windows Mobile, Windows Phone, etc. According to the terms of reference, the contractor must provide complexes that can detect and decrypt message histories that are transmitted by device users using appropriate applications such as ICQ, Skype, WhatsApp and social media clients Twitter and Facebook.

It should be noted that the Ministry of Internal Affairs acquires knowingly foreign equipment, since in this case it is not possible to give priority to Russian analogues. The fact is that in the register of the Ministry of Industry and Trade there are no domestic solutions corresponding to the same class and functional purpose as the equipment that is planned to be purchased as part of the procurement.

According to reports, on February 16, the Ministry of Internal Affairs’ North-Western District Logistics Directorate placed a tender for the purchase of 11 such complexes. The starting price of the lot is 16.8 million rubles, and applications are accepted until March 1. A larger tender for the purchase of 16 complexes was announced on February 20 by the Volga District Department of the Ministry of Internal Affairs’ logistics. The starting price of the lot is 24.4 million rubles, and applications are accepted until March 2.

The source notes that as a result of the analysis of the public procurement website, it was found that since April 2019, various departments of the Ministry of Internal Affairs regularly purchase such complexes, but such large-scale acquisitions have been recorded for the first time. In 2019, the Ministry of Internal Affairs made several such purchases, but tenders were always limited to the acquisition of one complex. In 2020, the scale of purchases increased, but even then the Central District Directorate of Procurement of the Ministry of Internal Affairs acquired only five complexes for 7.3 million rubles.
