For a large number of people, this fine has a big impact, however for some artists, celebrities, KOLs (experts with a significant level of influence on the community…), product traders…, this penalty level may still be low.

From international experience, it is difficult to have a level of punishment that is enough to deter, because in many cases artists have incomes of billions, a fine of hundreds of millions is not enough to deter.

The Ministry of Information and Communications has taken many measures to prevent deviant speech on social networks. First of all, the Ministry is submitting to the Government to consider issuing a Decree to replace Decree No. 72/2013/ND-CP on management, provision and use of internet services and online information, including regulations specifically about using social networks.

It is expected that in mid-2024, the new Decree will be issued by the Government. At that time, the Ministry of Information and Communications will issue regulations on administrative sanctions, including increasing fines and additional penalties for speaking that deviate from social network standards.

In addition to administrative sanctions, the regulations will have content on restricting the spread of images of celebrities and artists to a large audience. When implementing this regulation, a higher level of deterrence will be ensured.

In the near future, the Ministry of Information and Communications will add regulations to authenticate the identity of social network users by phone number. This is also one of the basic solutions to overcome this situation.
