In order to strengthen the standardized management of off-campus training and build a solid line of defense for safe production, from October to December 2023, the Ministry of Education, the Ministry of Public Security, and the National Fire and Rescue Bureau jointly deployed a special “Safeguarding” operation to guide various localities to focus on the investigation and rectification of training institution venues, A total of 239,600 inspection personnel were dispatched to detect hidden dangers in facilities, fire protection, personnel, etc., and 156,200 training institutions were inspected, comprehensively promoting the rectification of problems, and effectively improving people’s sense of security and satisfaction with off-campus training.
The first is to carry out safety production inspections. According to the requirements of relevant national departments and the establishment standards of training institutions in the provinces where they are located, a comprehensive inspection of the facilities and facilities conditions of the institutions was carried out, and 11,400 institutions with potential safety hazards were found, and relevant parties were urged and guided to implement rectifications.
The second is to strengthen fire safety management. Fire hazard inspections, emergency rescue drills, fire fighting skills and safety education and training were organized and carried out. 14,400 institutions were found to have fire hazards, including 3,552 institutions with substandard evacuation conditions and 8,751 institutions with irregular management of fire protection facilities and equipment, and were ordered to make rectifications within a time limit. .
The third is to strictly manage personnel access. The Ministry of Education organized an online inquiry on the 522,000 employees registered on the national supervision platform, and local competent authorities entered institutions for on-site inspections. Employees found to be non-compliant were dismissed in accordance with the law, and institutions were ordered to strictly implement the access inquiry system.
The fourth is to crack down on illegal and criminal activities. Work with the public security organs to conduct a survey of off-campus training institutions, promptly verify clues about problems involving training institutions, and severely crack down on illegal and criminal activities that infringe on the legitimate rights and interests of minors.
The fifth is to strengthen safety education and publicity. The Ministry of Education issued the “Five Don’ts” safety reminder for primary and secondary school students in dance and other sports and art off-campus training, and released a promotional video for the “Safety Guard” special action. Through on-site guidance and demonstrations, issuing safety reminders, pushing promotional videos, posting banners and slogans, various localities remind training institutions and parents to enhance risk prevention awareness and create a safe and healthy training environment.
In the next step, the Ministry of Education will improve the normalized joint inspection mechanism, urge training institutions to fulfill their main responsibilities for safety production, promptly check and fill in the problems discovered during the special action, and comprehensively implement rectifications. At the same time, we will deploy safety risk management for off-campus training during the winter vacation, continue to carry out safety inspections and “look back” on training institutions, and promote the standardized operation of the training market.
