Ministry of Education Meets with Teachers’ Unions to Discuss Salaries and Expired Terms

The Ministry of Education (MEDUCA) met with teachers’ unions to evaluate topics of paid salary and expired terms of teachers; The Minister of Education, Maruja Gorday de Villalobos, with her work team held a dialogue with representatives of (ANDEOP) and with the Union of Educators for the Quality of Panamanian Education (UNECEP), which brings together 15 teacher unions to discuss different aspects of educational work.

In the meeting with UNECEP, the payment of salaries and expired terms to teachers were discussed; Decree 203, which only establishes two competitions: the general one and the transfer one; delivery of the resolution of the bilateral table and vacancies that are needed in the transfer contest.

Minister Gorday de Villalobos highlighted that, unlike previous years, during the first days of the school year, more than 8,400 instructor teachers were appointed. Regarding the expired terms, the minister pointed out that, at the beginning of this administration, teachers received 39.7 million balboas as payment, a debt of about 15 million balboas was accumulated, a proposal was prepared to progressively pay and leave it at zero, before the end of the government period.

On the other hand, in a meeting with the National Association of Directors of Official Schools of Panama (ANDEOP), Minister Gorday de Villalobos, stressed that the procedures are carried out with the Comptroller General of the Republic, the General Directorate of Public Contracts (DGCP ) and other financial institutions, online quotes will be made in this sector and, later, it will be extended to other areas. Currently, there are 80 million balboas in concept of the Equity and Quality of Education Fund (FECE) waiting to be used, it was reiterated in the meeting.

Meanwhile, the Administrative Vice Minister of Education, Rosa Argüelles, pointed out that school directors received information on the instruments they must use to comply with online contracts and, in an exceptional purchase, so that they can make the different acquisitions and make correct use of the FECE.

In addition to the Minister and the Administrative Vice Minister of Education, the meeting was attended by the National Director of Finance, Vielka Tuñón; the deputy director of Human Resources Teaching Technician, Mileidys Guerra; and Doris Valdés, coordinator of Legal Advice.
