Ministry of Communications addresses outsourcing of A2P SMS application service and tariff changes

The Ministry of Communications issued a statement in which it dealt with the issue of outsourcing the SMS application service known as application to person or A2P, and it stated:

The bidding conducted by the “Touch” company to award the A2P service under the supervision of the Ministry of Communications was launched before the new public procurement law entered into force, so that an invitation was sent to participate in the bidding to 25 companies, as 10 companies submitted their bids and eventually won the company that submitted The bid is the highest value and the highest amount of imports.Under this bid, a tariff of 7.5 Euro Cents per text message was approved instead of 5.4cents.

As for the “Alfa” company, and after it won the bidding that took place on the terms of the Public Procurement Authority, Vox Solutions, and after exchanging the contract drafts, “Alfa” received from the winning company the final text of the contract signed by it, and it is currently subject to internal administrative procedures, noting that the winning company needs At least to 3 months to become technically and technically ready.

Noting that the Minister of Communications asked Alfa to adopt the tariff on the basis of which Vox Solutions won the bid, which is 10.50 cents per text message, as of July 1, in order to preserve public money.

It is worth noting that the Ministry of Communications also asked the “Touch” company to apply a tariff of 10.50 cents, i.e. the price on the basis of which Vox Solutions won the bid in “Alfa” Company.
And since the price of the message is not the only reason for the difference in the total revenue of this service between the two companies, the company “Touch” is in the process of developing a DPI and an advanced protection system in order to reduce illegal messages and improve revenues.

In conclusion, “Alfa” and “Touch” companies now charge 10.50 euro cents for each text message to the two companies instead of 5.4 euro cents for Touch and 6 euro cents for Alfa.

The Ministry of Communications sent an official answer about the text message contracts of “Alfa” and “Touch” companies to MP Yassin Yassin, who addressed the issue earlier.
