Ministry of Communication and Information Incentives for Mobile Operators: Plans for Telecommunications Industry

Ministry of Communication and Informatics (Kominfo) acknowledge the condition mobile operator is bleeding. To save the future of the telecommunications industry, Kominfo has also prepared incentives for Telkomsel, Indosat Ooredoo Hutchison, XL Axiata and Smartfren.

The Director General of Postal and Informatics Resources and Equipment (Dirjen SDPPI) of the Ministry of Communication and Information, Ismail, revealed that he had received proposals from cellular operators regarding this incentive.

Then, Kominfo responded by conducting a study to provide incentives to telecommunications operators in the country. This study has been reported to the Minister of Communication and Information (Menkominfo) Budi Arie Setiadi who has continued to seek approval from the relevant ministries and institutions.

“We have received input from the telco, suggestions and so on. However, the Minister (Budi Arie Setiadi) has not yet decided because this is policy,” said Ismail at the Ministry of Communication and Information Office, Jakarta, Friday (12/1/2024 ).

“We have submitted the report, but we cannot decide yet because we have to discuss it again with several parties including the Ministry of Finance, the Financial and Development Supervisory Agency (BPKP), and so on. We have also written a letter there to ask for time for consultation,” he said.

Ismail explained an overview of the forms of telecommunications incentives, such as adjusting frequency auction prices to the current conditions of cellular operators or frequency BHP payments.

“So, there are two types of incentives, whether both will be given, that’s not certain, it could be one. Well, that’s what we’re also studying. What we’re focusing on is what the formulation is like, that’s not finished yet,” he explained.

Regarding formulation telecommunications incentives In this case, Ismail said he could follow the previous frequency auction format.

“For example, if the auction proceeds are IDR 100 billion, he has to pay twice plus he has to pay another annual fee. Well, maybe we can discuss this, maybe not twice, for example. Then we are calculating the models now. For BHP frequency, previously the payment was 100% every year, this time it can only be 70%, the rest will increase again, that’s possible,” said Ismail.

Asked when this telecommunications incentive would be given, Ismail answered that the government wanted to implement it in the near future.

“There’s no such thing as a target. The faster, the better,” he concluded.
