The MB published tonight imposes minimal measures, but regions are allowed to take stricter measures themselves. For example, the MB states that there is a curfew throughout the country from midnight to 5 a.m., but both Brussels and Wallonia stick to their stricter curfew from 10 p.m. to 6 a.m. Conversely, regions may not impose less strict measures. Flanders therefore sticks to the minimum curfew from midnight to 5 a.m.
“Given the seriousness of the situation where every hour and every day counts, it was decided to have the measures take effect immediately from midnight”, Federal Minister of the Interior Annelies Verlinden (CD&V) reports tonight. The measures will initially apply until 19 November 2020.
• Shop: you can only shop individually, or with a maximum of one other person for a maximum of 30 minutes (per shop). Only shopping is allowed in Brussels.
• Hotels and other types of accommodation: only restaurant open, and this exclusively for the guests who stay there.
• All devices (or parts) belonging to the cultural, festive, sports, recreational and events sectors are closed, including: casinos, slot machine halls and betting offices; wellness centers, including saunas, jacuzzis, steam rooms and hammams; discotheques and dance halls; banquet and reception rooms, except for the organization of mourning meals after funerals and cremations; amusement parks; indoor playgrounds; bowlingzalen; fairs, annual fairs, flea markets, flea markets, Christmas markets and winter villages; swimming pools; trade fairs, including salons; cinemas.
May remain open: outdoor playgrounds; outdoor areas of zoos, animal parks, nature parks and open-air museums, including entrance, exit, sanitation, first aid and emergency buildings; libraries; buildings of worship and buildings intended for the public exercise of the non-denominational moral service; outdoor parts of sports infrastructures for the individual practice of sports; covered horse tracks of riding schools and horse racing tracks, and this only with a view to the animal’s well-being; cultural places, for under-12s in the context of school and extra-school activities and in the context of organized internships and activities, and for staff members in the context of their professional activities;
gyms and facilities, but this only:
– as far as it does not concern a swimming pool, for school groups of children up to and including 12 years old in the context of school or extracurricular activities of compulsory education;
– insofar as it is not a swimming pool, for sports courses and camps organized by the local government for children up to and including 12 years old;
– for training of professional athletes;
– for professional competitions
– activities other than sports activities, insofar as these are permitted in accordance with the provisions of this Decree and the applicable protocols
• Marriages, funerals, cremations, worship services in non-denominational services: restriction to max. 40 people
• Education: according to Community guidelines.
• Sport:
– professional : competitions and training only without public, indoor and outdoor
– amateurwedstrijden in –workouts: only for -12 year olds, may only be attended by one parent, only outdoor.
• Youth: camps, internships and activities with -12 year olds allowed, without overnight stay. Mouth mask duty for escorts.
• Organized activities for -12 year olds, namely under supervision or in camps and internships: max. 50 people
The rules are on top of the already existing federal plinth:
• Telework remains the rule
• Cuddle contacts (close contacts) are limited to max. 1 person
• Privésamenkomsten be limited to 4 of the same people every two weeks.
• Gatherings become on public domain limited to a maximum of 4 people.
• Markets remain open, but the consumption of drinks and food is prohibited. Flea markets, flea markets and Christmas markets are prohibited.
• Cafés in restaurants to be closed. Meals can be taken out until 10 pm.
• Night shops must close at 10pm. There is a ban on alcohol sales from 8 pm.
• Prohibition to enter public spaces between midnight and 5 amexcept for essential, non-postponable journeys, such as urgent medical reasons, professional journeys and commuting. A stricter curfew may apply locally and provincially.
