Minister of Administrative and Bureaucratic Reform (Menpan RB) Tjahjo Kumolo prohibited the state civil apparatus (ASN) from traveling outside the area or going home during the ban on going home. Tjahjo also prohibited ASN from taking leave during the Lebaran 2021 holiday.
This is stated in Circular (SE) Number 08 of 2021 concerning Limitation of Travel Activities Outside the Region and / or Homecoming and / or Leave for ASN Employees during the Covid-19 Pandemic Period. The circular was signed by Tjahjo today, Wednesday (7/4).
“ASN employees and their families are prohibited from traveling outside the region and / or going home in the period 6 to 17 May 2021,” said the point in the circular.
However, there are exceptions for civil servants who are traveling on an important business trip. They must still have a letter of assignment signed by an echelon II official.
Then, ASN is also allowed to leave the city if there is an urgent need. In this case, ASN needs to obtain written permission from the staffing officer within the agency.
Furthermore, ASNs traveling outside the region must also pay attention to the risk zoning map for the spread of Covid-19; regulations and / or policies of the local government of origin and destination; travel criteria, requirements and protocols stipulated by the Ministry of Transportation and the Task Force; as well as discipline in implementing health protocols.
In the letter, Tjahjo also limited leave for ASNs during the period of the homecoming prohibition.
“Apart from joint leave as referred to in the President’s Decree on joint leave for ASN officers, the staff builder’s office at the ministry/board/district does not grant leave permission for ASN officers,” he said.
This leave limitation does not apply to ASN employees who apply for maternity leave, sick leave, or leave for other important reasons.
The letter also asked the staff training office at the ministry/agency/district to set technical regulations. In addition, the relevant officials can also give disciplinary punishment to ASN officers who violate these provisions.
