It is argued that naming and shaming is not appropriate, that is different from giving everything a license. For example, there can be (hefty) fines, you can count on it that a hosting company will take action faster if they increase (too late) every time / day / hour …

So if your child is being abused and photos are being distributed then you sit back and say; but publicly disclosing these providers is not necessary, even if the pictures of my child are there?

Acting out of emotion is stupid anyway so your last question is a bit meh, if someone does something to my dog, I would also prefer to push that person in front of the train, that does not make it the solution, let alone that the government does that as a solution in the arm …
