So I’m not saying that you can’t spend more than 20 euros at a time, I’m not saying which cinemas you can go to and which not, I’m saying say, of course, that the young people should decide for themselves,” said the minister.
Complex registration process
The 18-year-olds, for whom the pass is intended, should be able to use the offer from mid-June 2023. First of all, however, the providers are required. You can now register for a digital marketplace and set up your own “shop” there.
But the project also arouses skepticism. For example because of the registration process, which requires an ELSTER organization certificate. The fear: The bureaucratic effort could deter a number of providers. If that were to happen, it would torpedo plans to attract young people to the digital marketplace as a new audience for art and culture with the widest possible range of products, while at the same time providing financial support to the scene, which is still struggling after the pandemic.
18-year-olds who register for the Kulturpass app from mid-June have two years to spend their 200-euro budget. Then it will be seen how many people will actually make use of the offer. In France, where a comparable culture pass has already been introduced, young people have mainly used their credit to buy Japanese manga comics.
