Minister of Justice Proposes Draft Law to Lift Ban on Mental Health Care in Bulgaria

The Minister of Justice Atanas Slavov proposed a draft law for the cancellation of the ban, to be implemented by the end of the year or at the beginning of the next. He participated in the discussion “The quality of psychiatric care and the rights of people with mental health problems in Bulgaria: challenges and solutions”, organized by MP Stella Nikolova. The main focus of the forum is the state of psychiatric care, access to social support for people with mental health problems and effective protection of their rights.

Slavov noted that there is a text of a bill to cancel the prohibition and it has gone through various stages. We have an understanding in the Ministry of Justice that we will raise this topic again. This is a huge social and human rights problem, Slavov pointed out.

I will be ready to start with the bill, to see to what extent it is up to date. It seems realistic to me to put it in the National Assembly towards the end of the year or the beginning of the next, said Slavov. We will start working actively in this direction, he added.

Regarding the procedural legislation, Slavov proposed to think about the format of a working group, to see if there is a need for specific changes in the legislation to guarantee the rights of people with psychiatric problems. According to him, this can happen within a month.
