Minister of Justice Han Dong-hoon said on the 19th about the ‘Special Prosecutor Act on First Lady Kim Kun-hee’, “There should be no exceptions before the law.” He said, “However, the opposition party’s special prosecution law is an evil law created to facilitate propaganda and incitement during the general election period,” and added, “This must be taken into consideration within the National Assembly procedures.” Currently, the special prosecution law proposed by the opposition party, including the Democratic Party, is political, so the president has no choice but to exercise his veto, but this is interpreted to mean that he can accept it if a new special prosecution law amending the problematic provisions is introduced after the general election.
Minister Han said this at the National Assembly on this day, saying, “It should be that way (there should be no exceptions before the law) in the way the people see and feel it.” However, he said, “The bills (Kim Kun-hee Special Prosecutor Act) require the Justice Party to recommend and decide on the special prosecutor, and even contain a poisonous clause that requires the investigation status to be broadcast live.” He added, “Such evil laws have the problem of infringing on the people’s right to choose.” He said.
The ‘Kim Kun-hee Special Prosecutor Act’, which the opposition party announced would be passed at the plenary session on the 28th, requires the Democratic Party and the Justice Party to recommend a special prosecutor and brief the media during the investigation. For example, a person from Minbyeon who has strong antipathy towards the current government is appointed as a special prosecutor, and it cannot be stopped even if the person is continuously briefed on unconfirmed facts. Initially, when the opposition party proposed the bill in line with the plenary session of the National Assembly in December, four months before the general election, the People Power Party called it a “political special investigation for the general election.” Minister Han’s remarks today are interpreted to mean that a special prosecutor can be accepted after the general election if problematic provisions on special prosecutor recommendations and live briefings are revised.
Former representative Lee Jun-seok also said on the radio on this day, “If Minister Han becomes chairman of the People Power Party Emergency Response Committee, ‘Would it be okay to have a political dispute (with the Special Prosecutor Kim Kun-hee Act) ahead of the general election?’ and counter-proposed, ‘Let’s reach an agreement after the general election.’ “I will do it,” he said. Former Representative Lee believed that the Democratic Party would not accept this proposal.
Regarding this, Park Seong-joon, a spokesperson for the Democratic Party, told this paper, “A special investigation after the general election is nonsense,” and “If you are planning to do it after the general election because you are afraid it will be seen as a political dispute, why didn’t you do it sooner?”
