Minister of Foreign Affairs Discusses UNIFIL Extension, Cooperation with Iran, and Economic Situation in Syria

The Minister of Foreign Affairs and Expatriates in the caretaker government, Abdullah Bouhabib, stated, after his meeting with the Iranian Foreign Minister, Hossein Amir Abdollahian, at the Ministry of Foreign Affairs, “We consulted on regional and international issues and bilateral relations.”

With regard to the UN Security Council’s decision to extend UNIFIL forces for one year, he indicated that “UN resolutions are binding on Lebanon, and we agreed to renew UNIFIL,” noting that “the decision that was taken last year falls under Chapter VII.” In a disguised way, when a foreign or international power is given freedom of action and passage, without coordinating with the host country, this is Chapter Seven.”

Bouhabib emphasized, “We wanted to go back to Chapter Six, which is cooperation between the host country and the United Nations force. Therefore, we submitted a request to add a line to the resolution, stating that UNIFIL has freedom of movement and action in Lebanon, in coordination with the Lebanese state.”

He stated, “The request was not adopted literally, but rather implicitly, that is, according to the ‘Headquarters Agreement’, which is an agreement signed between Lebanon and the United Nations, which says that coordination between the international forces and Lebanon is a duty, and therefore we succeeded in restoring the agreement to the form of the headquarters agreement.”

He also noted that “UNIFIL acted last year as if the previously existing rules of the game had not changed, as it acted according to the agreements in force in previous years,” revealing that “there was a suggestion by the United Nations pen holder, that coordination between the force and the state be clear, but it was There is pressure in the Security Council for the agreement to be in accordance with the headquarters agreement.

Bouhabib explained, “The Chinese representative described the decision as regrettable, because the Lebanese proposal was not adopted as it is. We accept the Security Council’s decision, but we would have preferred that our proposal be followed, and that the description be direct, and not through the headquarters agreement.”

And he announced, “We discussed with the US presidential coordinator for energy security and international infrastructure, Amos Hochstein, establishing the land border between Lebanon and Israel, and promised us to discuss the matter with the Israeli side. And if there is agreement from both sides, the United States of America is ready to help in Set boundaries.

In addition, he stressed, “We fear a new economic exodus from Syria, because there are more and more economic problems in Syria than those in Lebanon, especially since the sanctions against them are strong,” noting that “we discussed this issue with Abdullahian, who is His discussion with Syrian President Bashar al-Assad to find solutions.
