The CIER is an international, regional, non-profit organization.which brings together companies and organizations in the energy sector of the Member Countries, as well as Associate Members and Related Entities. Each member country is represented by a National Committee.
«I address you with the purpose of express my interest and enthusiasm in applying for the position of vice president of Institutional Development and Financial Sustainability of the Regional Energy Integration Commission (CIER)«Arrobo wrote in his letter sent to the Selection Committee.
«I take this opportunity to share some relevant aspects of my experience and achievements, which I consider will contribute significantly to the development and strengthening of this institution. “My career in the energy and mining sector has been marked by a constant dedication to promoting sustainability, regional integration and the development of policies that promote the efficiency and competitiveness of the sector,” he says.

33 years old, Andrea Arrobo is the first woman to occupy the Energy and Mines office in Ecuador, after being appointed by President Daniel Noboa, in November 2023.
Before becoming a minister, she was a hydrogen business developer who worked for the French company HSF Energy. In 2012 she worked at the Ministry of Electricity and Renewable Energy and was later Regional Manager for Latin America and the Caribbean of the World Energy Council, in 2017.
«As Minister of Energy and Mines, I have led transformative initiatives that have positively impacted Ecuador’s energy landscape.. During my administration, I promoted and achieved the approval of the Energy Competitiveness Law in just one month, legislation that will open the country’s doors to new investments in electricity generation and transmission infrastructure,” he explained in the application letter of he.
“This law, designed to guarantee Ecuador’s energy security, has established a favorable framework for the diversification of energy sources and the attraction of investments in strategic projects,” he says.
«Likewise, my commitment to regional integration materialized with the completion of the final loan contract for the electrical interconnection between Peru and Ecuador. This historic milestone will position Ecuador as the first country in South America to be completely energy-integrated with all its neighbors, strengthening ties of cooperation and contributing to the energy stability of the region.”
