This limits freedom of speech within the campaign and is legal and political insanity.” This was stated from the parliamentary rostrum by the chairman of the National Assembly of the BSP, Mihail Mikov, during the debates in the plenary hall on the Electoral Code. He asked, in the case – when the National Assembly is “affected” during a campaign by a candidate, who will respond on the part of the parliament, which is a body of legislative power and is collective, consisting of 240 deputies – the opposition, the ruling party, the president or someone else. The leader of the left emphasized that the will of the parliament is formed through voting, which is not influenced by feelings and criticism. He added that an organ cannot feel affected, but a specific person. “If the “father” of the MS in its current edition feels very affected, he has enough access to the media to talk from morning to night, whatever he wants,” said the social leader.

Mikov was categorical that this text only aims to limit criticism of the government, parliament, municipal councils and mayors. He explained that the previous version of the text of the Electoral Code gives the right of reply to an individual, and the National Assembly is an institution, and therefore its chairman has the right to make a statement when he wants to on national television, but on behalf of the institution.

Part of democratic governance is the opportunity to criticize the work of institutions

“Institutions are not in the competition between candidates and parties. When their activity is criticized, which is a natural part of the freedom and democracy of politics, they cannot be affected,” he added. According to him, it is understood that they are subject to criticism and this is part of democracy. “By equating the institutions and the single will that they do not have with an individual – a candidate for a national representative, for a municipal councilor, censorship is actually being done to protect those who sit in the institutions. When the representatives in the institutions change, then will they feel affected?” asked Mikhail Mikov.
