The materials from the inspection of the Ministry of Health for respirators, masks and medicines purchased from China for the period of the epidemic situation from May 13 last year are still going to the prosecutor’s office. He said this before BNR Deputy Minister of Health Dr. Dimitar Petrov.
The inspection showed that these were non-transparent procedures and higher than market prices. Standard reconciliation practices were circumvented, and contract signing, invoicing and payments took place within a day.
“We will send the materials to the prosecutor’s office,” Petrov said.
The common denominator between these procedures speaks of extremely non-transparent management in the ministry during this period. Elementary procedures and normative acts for the activity of the Ministry of Health have not been fulfilled, explained Dimitar Petrov and added:
“It is unknown where the offers came from. We received explanations, verbal that they came from the Ministry of Economy and through the trade representations.”
However, the inspection showed that the Ministry of Economy does not know about such a thing.
“It is not clear who carried these offers, how they were recruited, how they were evaluated,” said Dr. Petrov.
There was no working group to discuss the procedure.
Everything was written by a deputy minister, without any coordination – Jeni Nacheva, stressed Dimitar Petrov. According to him, the signing of the contract, the issuance of invoices and payments took place on the same day.
The contracts do not contain penalties. There was a delivery deadline of 20 days, which was not met in any of the cases. The last respirators, for example, did not arrive until September. Additional funds were spent on retrofitting the respirators and installing them.
It is noteworthy that 50 respirators are at double and triple prices than those that are then purchased with some procedures, explained Dr. Petrov.
“At least 30 thousand is the price. It is evident from subsequent orders. The price is inflated because it is sought in this way. Someone made this offer and it was immediately turned into a contract. This someone, in my opinion, is the Minister of Finance, the then or the prime minister himself, as the third contract with Turkey – for personal protective equipment, was announced to be a personal agreement of the prime minister. Probably a ready-made contract has come to the ministry, which Jeni Nacheva has signed, “he explained.
It is not normal for a report, a decision of the Council of Ministers, a contract that is not clear who wrote it, an invoice and payment to be made within one day, the Deputy Minister is categorical.
The inspection of the purchased hydroxychloroquine and azithromycin outside the European funds, with funds from the national budget, shows that the hydroxychloroquine was purchased for 600 thousand dollars and was stored in Bull Bio, where at that time there were large quantities donated by several companies. .
“However, this delivery has been made,” he said.
Probably most of the hydroxychloroquine will not be used due to expiration dates, predicts Dimitar Petrov. “When it expires, it will be scrapped.”
The drug is proposed for the treatment of rheumatic diseases, but only 3 thousand packages out of a total of 100 thousand, which are threatened with expiration.
In large quantities in stock and so far there are masks from the first delivery.
“It is explicitly written that they are not sterile, they are not for medical use, but it is strange why they are distributed in hospitals.”
According to Petrov, the masks were bought as KN-95, ie as medical masks.
“The National Children’s Hospital – practically nothing has been done in this period. There has been a fruitless correspondence. This approach cannot remain,” the Deputy Minister of Health commented. “Since yesterday, the conclusion is that it is going to a new project.”
