Of the Sonorans who are educationally backward, Carrasco detailed that 300,905 do not have secondary education, 156,961 did not complete primary school, and 44,134 do not know how to read or write.
“This entire population that did not learn to read or write, that did not have the opportunity to go to primary and secondary school, is the population that we have as educationally backward,” he commented.
