Metz wants to accelerate the pace of renovations

In France, one in five inhabitants is in a situation of fuel poverty. “These are people with modest incomes and a quarter of their salary goes into the energy bill. The country had set itself the goal of renovating 500,000 homes, half of which would be occupied by low-income households, or 15% of fuel poverty, by 2020. But we’re not there! To relaunch the effort, a national program – the -15% Pact – was launched to accelerate this work in the municipalities.

The City of Metz responded to the call for demonstrations and is one of the eight territories selected with Le Havre Seine Métropole, Dijon Métropole, the Department of Vosges, the city of Strasbourg, Grenoble Métropole and the community of municipalities of the Kaysersberg Valley. . The State envelope has enabled Metz to hire two additional employees at Alec (local energy and climate agency in the Metz region), Sébastien Kilburger and Mélissa Saïdi, to implement the Pact – 15%.

7,460 households concerned in Metz

The municipality has identified 7,460 households in fuel poverty. Initially, it aims to reduce this figure by 3% by supporting 200 families until the phase of carrying out energy renovation works.

The armed wing: the Alec

To act, the City of Metz can count on the Alec created in 2011 and whose workforce François Grosdidier will have doubled with soon twelve employees. The agency will pilot the local implementation of the -15% Pact and will proceed in three stages: “First, the identification with a mapping of the households concerned. Then support: financial aid exists at national and local level but it is little known. Depending on the file, we can activate such and such aids ”, intervenes Jérémy Marx, director of Alec.

Finally, “we help households, in a neutral and independent way, to find solutions for their work, to understand the language of companies, to read quotes, to promote work groups to make economies of scale”, lists the director. The Pacte -15% device does not allow obtaining financial aid directly from the municipality to carry out its work. “There is no direct aid to people who undertake work. This would have the effect of obstructing the investment capacity of the municipality by ultimately obtaining only a limited effect on housing, ”said Mayor François Grosdidier. On the other hand, Alec “helps households to put together cases, to benefit from tax systems and existing direct aids which are only very rarely used by individuals”, supported the elected official.
