A year ago, the national recovery pact was launched aimed at the rehabilitation or even the creation of 250,000 social housing units throughout France. For its part, Vivest, since 2016, has started rehabilitation work on its 23,000 housing units scattered around Moselle and Meurthe-et-Moselle. Christine Bertrand, Jean-Pierre Raynaud and Cécilia Jaeger, respectively president, director and deputy director of the Vivest group, admit that they had to deal with the absence of entrepreneurs. The reason why, this Monday at the headquarters of Vivest in Metz, they signed a local charter with the construction federations, the confederations of crafts and small construction companies (CAPEB) of Moselle and Meurthe-et-Moselle . They detail the objectives.

Why sign a charter?

Christine bertrand : “We have been consulting for a year and have been struggling to build because we cannot find companies. In all areas, public works, structural work, carpenter, electricity…. Or sometimes, on a call for tenders we only get one response. Difficult to play the competition. For two years now, we have been concerned about the lack of responses to these calls for tenders. After the Covid crisis, it’s even worse. “

How do you analyze these absences?

Christine bertrand : “After investigation, we realize that entrepreneurs think that we always work with the same people. Through this charter, we will explain to them the constraints and the methods for responding to calls for tenders. For a year we have been writing this charter with the people of Capeb and the construction federations so that we can work together. “

How do you fit into the economic and energy recovery?

Jean-Pierre Raynaud : “In two years, we are going to build 600 housing units per year throughout our territory. Particularly in Metz, Nancy, Thionville and throughout the Moselle furrow. We are also present in Moselle-Est, Stiring-Wendel, Freyming-Merlebach…. Our goal is to rehabilitate 23,000 homes for an annual investment of € 120M. ”

What do these energy and economic rehabilitations consist of?

Cecilia Jaeger : “We are committed to stamping out bad energy labels. We are targeting the BBC for 40% of our buildings. These renovations allow our tenants to reduce their bills. We have a broad environmental approach, by treating outdoor spaces, rainwater. We are renovating to make spaces more attractive. “

Faced with rising commodity prices, what is your strategy?

Jean-Pierre Raynaud: “Before, when the contracts were signed, we had firm prices. In future markets there will be a discount clause. This is important to reassure businesses. And that protects us from the worst worries for us namely, the companies that file for bankruptcy. This leads to legal, technical and human problems. “
