Anxious to come to the aid of the most precarious young people, the Metropolis voted this Monday a “youth solidarity income”. Noting, over one year, an increase of more than 10% of recipients of active solidarity income (RSA) and noting that, according to INSEE, 22.6% of young people in the Metropolis live below the poverty line, the executive has chosen to set up this new system, endowed with 10 million euros per year. Who is eligible?
The target audience is “young people without support and in a precarious situation” who meet all of the following criteria:
> 18 to 24 years old
> French or foreigner in a regular situation
> Residents of the Metropolis for at least 6 months
> Leaving the education system. Students are therefore not affected
> Not benefiting from the active solidarity income, the allowance for disabled adults, the education allowance for disabled children, the youth guarantee or the young adult contract
> Having low activity resources (- 400 € / month)
> Not receiving financial support from parents or a third party

What is the amount of aid ?
400 euros per month if the young person has had no activity resources, 300 euros per month if the young person has had activity resources below 400 €.

The Metropolis is counting on 2,000 young people per year for a full year.

When will the system be implemented?
It was voted on and adopted on Monday, March 15 (94 votes for, 31 against). The first aid could be distributed in June 2021.

How will the beneficiaries be monitored?
Interested associations will be able to integrate this device into their service offer, by examining the request for assistance and by mobilizing common law to monitor and support young people on their journey. What the Metropolis calls the “red thread”.
A review of the system will be made after one year of implementation.

Any eligible young person will have to submit an application file to a structure and “participate in an individual interview during which a social diagnosis will be carried out”.

The right criticizes the “old recipes of the assistantship”
During the speeches, Gaël Petit for Les Républicains did not go with the back of the spoon, seeing in this device the “old recipes of permanent assistantship, which has shown its limits in the past, and that you persist in defending despite its demonstrated ineffectiveness ”. “It is not by increasing the number of counters that you will solve the problem of poverty,” added the elected representative of the North Plateau.
Among other opposition groups, the remarks were more nuanced – the current situation of young people worries – but that did not prevent some scratches. Pierre Chambon (La Métropole pour Tous) castigates “an illegible, inappropriate and ineffective action without compensation” put in place “to please certain components of the majority”.
“Once again, you rushed with the will to go very fast, too fast”, regretted Louis Pelaez (Inventing the Metropolis of Tomorrow), for whom it is “an additional political marker in sight. regional and presidential elections ”, in opposition to the government. “For the price of a young bis guarantee, you pay yourself a young RSA in the heads of our fellow citizens,” he concluded, indicating that he was not taking part in the vote.
Former President David Kimelfeld (Progressives and Republicans), while welcoming this aid, believes that the difference between the RSJ and the youth guarantee is not really noticeable: “young people in a precarious situation, neither in employment, nor in training or studies, followed by local missions. The youth solidarity income will fluctuate between € 300 and € 400 when the youth guarantee is € 497. If the goal is simply to have a political argument between June 1 and June 20, that’s unfortunate. “.
“In all humility, I cannot be completely sure that this is the right device,” replied Bruno Bernard (EELV). It is not competitive aid, it is emergency aid. The deliberation was adopted with 94 votes in favor, 31 against.
