In spite of the narrative, even in the media, of the last few days, in these hours Giuseppe Conte and Angela Merkel are in constant contact: they exchange messages, documents, in some cases even emoticons, perhaps not with the little heart, but in any case as evidence of a relationship that is very solid, which in substance has never known any real frost.

Conte’s tour

The role of mediation with “frugal” countries

For Conte, in this negotiating phase, the Italian position is rigid and he said it clearly to Merkel, no setback, no downward compromise, Italy wants the forecast to be maintained € 750 billion of Ursula Von der Leyen’s proposal, and threatens to go sideways on the figures of the next European budget if this does not happen.

The reform plan
But the real bet, which is also the reason for Conte’s European tour, and the heart of the recent phone call with Merkel, who in fact acts as a mediator with the “frugal” countries, is to ensure that Italy will present a very detailed reform plan in September, divided into 9 chapters, for which he will ask for precise figures against well-detailed programs. Just what the markets as well as the European Union await. If then the reform will also serve the quasi € 37 billion in healthcare expenses, assuming that the internal political conflict with the 5-star movement is resolved, this is a topic that Conte wants to tackle in a pragmatic way only when all the figures of the various European measures will be approved by the Council to be held in Brussels.
